Evaluation Of Agricultural Industry Structure In Jilin Province Under The Background Of Supply Side Reform

China has always attached great importance to the work of agriculture,countryside and farmers.After the supply-side reform was put forward in 2015,the adjustment of the agricultural industrial structure in Jilin Province has reached four years,and the adjustment situation needs to be properly evaluated.Therefore,this paper takes the agricultural industrial structure of our province as the research object.First,the paper expounds the agricultural industrial structure,comparative advantage theory,and supply-side reform theory.Secondly,it analyzes the current situation of agricultural industry in our province from the basic situation of agricultural resources,the structure of three major output values,the total output value of agriculture,forestry,animal husbandry and fishery,the internal cropping industry and the animal husbandry.The basic situation of agricultural resources is owned by nature,society and industry.The resource situation and the foreign trade of agricultural products are compared with the agricultural superior provinces in China,trying to find out the location of the province's agriculture in the country,and the shortcomings after comparison.Thirdly,based on the previous analysis,this paper establishes an agricultural industrial structure evaluation index system,and selects 16 indicators from five aspects: efficiency increase,structure upgrading,market orientation,economic benefit and green environmental protection.The entropy method and grey relational analysis are used.Every 5 years from 1988 to 2008,every 1 year from 2008 to 2017,the empirical analysis was carried out.The empirical analysis of the entropy weight method shows that,from a holistic perspective,the supply-side reform has produced negative benefits for agriculture in Jilin Province,and the agricultural supply-side reform in Jilin Province needs further adjustment;for the dimension of efficiency increase,after the supply-side reform in 2015,it slowly declined,indicatingthat after the supply-side reform,due to the impact of Jilin Province's own conditions,agricultural efficiency is reduced,and the utilization of land,labor,and capital should be increased;for the dimension of structural upgrading,after the supply-side reform,the agricultural industrial structure is optimized and the effect is relatively obvious;for the market-oriented dimension,the market orientation of Jilin Province has not been strong,which is related to the country's positioning of food security in Jilin Province.However,with the intensification of supply-side reform,Jilin Province's agriculture should pay more attention to the market and produce products of high quality that people really need with market orientation;from the perspective of economic benefits,whether before or after the supply-side reform,farmers' interests have been guaranteed.From the perspective of green environmental protection,before the supply-side reform,the dimension of green environmental protection has been declining,but after the reform,the dimension score of green environmental protection has increased.The results of grey correlation analysis show that the increase of farmers' income has a great relationship with the increase of agricultural industry efficiency,structural upgrading and market orientation.In the short-term of Jilin Province,the agricultural industry has invested relatively little in these areas,and has not caused huge changes in farmers' income,which can be improved from these aspects.In view of the shortcomings of the agricultural industry discovered by empirical analysis,this paper puts forward seven suggestions,namely,developing the animal husbandry and fishery industry and adjusting the production structure of the crop industry;follow the footsteps of the market and use policies to promote production structure adjustment;increase the support of financial institutions and guide the rational flow of capital into the agricultural industry;learning from advanced management and technical experience to improve the management skills of agricultural producers;promote healthy and green development of agriculture and protect green hills;give full play to regional advantages and develop "Ji" agricultural products;promote the industrialization of agriculture and build "Ji" brand.
