| Poverty is a major problem that plagues rural residents in China.How to eliminate poverty is also a huge challenge facing the world today.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that from now to 2020,it is the decisive period for building a well-off society in an all-round way.It is necessary to implement the rural revitalization strategy in light of the changes in China’s major social contradictions,vigorously develop the rural economy,and help rural families escape poverty.However,China’s rural poverty problem has always been complex and multi-faceted,not only in the level of material poverty,but also in the non-material level of education,medical care,humanistic environment and the subjective level of poor subjects.Therefore,eliminating poverty means not only enriching the lives of farmers,but also enhancing their ability to withstand risks and reducing the probability that rural families will fall into poverty in the future.This paper introduces the viewpoint of welfare economics,based on the idea of equivalence scale,constructs the QUAIDS model,calculates the equivalent scale,and replaces the per capita disposable income of rural residents with the equivalent income variable in the following paper.Based on the international and China-published basic poverty line,the rural households are judged by the vulnerability measurement value,and the family vulnerability is decomposed into the poverty part,the synergistic part,the heterogeneous part and the unexplained part.Decomposition analysis is carried out from these four aspects,and regression factors are estimated for the influencing factors affecting rural vulnerability,and the factors affecting rural vulnerability are explored.In turn,the vulnerability decomposition is deeply explored and analyzed,which provides a reference for poverty reduction policies that reduce vulnerability.The analysis results show that:(1)When using the general per capita index to evaluate,the vulnerability is overestimated.(2)The income level of rural families is the core element of rural families.Reducing the vulnerability of rural households should start with the income level of rural households.(3)The size of a family with a large family and more labor force can reduce the pressure on the family.(4)The physical capital of rural households has a good ability to withstand risks for rural families.(5)Social capital has a certain impact on rural families.It can reflect the social network of a rural family and provide certain protection when the family is exposed to risks.Based on the analysis of comprehensive empirical results,this paper proposes from the following four aspects:(1)increase the income of rural farmers,narrow the gap between urban and rural areas;(2)increase investment in education and medical care,and improve labor level;(3)Pay attention to regional structural adjustment and establish a coordinated development;(4)Recognize the differences between poverty and fragility and implement differential support. |
