Certification activities,measurement and standards are defined as national quality development infrastructure by the United Nations Industrial Development Organization and the National Standardization Organization.They are important technical means for governments and enterprises to enhance productivity,maintain life and health,protect consumers' rights and interests,protect the environment,safeguard safety and improve quality.In recent years,with the continuous development of certification industry in China,it has become more and more closely related to people's lives.Accordingly,the phenomenon of chaos in certification industry emerges endlessly.False certification and false certification occur from time to time,which seriously affects the legitimate rights and interests of consumers and the credibility of certification bodies.Therefore,it is imperative to strengthen the effectiveness of certification supervision.Starting from the current situation of Yangzhou's quality supervision system certification supervision,this paper introduces the legal system of Yangzhou's quality supervision system certification supervision,the main body and main supervision methods of Yangzhou's quality supervision system certification supervision,and introduces the current situation of Yangzhou's certification industry development,including the number of certification agencies,the number of certification activities,the number of certification organizations and the distribution of certification organizations.Finally,combined with the typical case of Yangzhou certification supervision,this paper summarizes the existing problems and causes of Yangzhou quality supervision system certification supervision.This paper mainly analyses the problems existing in the certification supervision from the aspects of government supervision,certification agencies,certification organizations and the public,including the weakness of the certification supervision force,the unsmooth operation mechanism of grass-roots supervision,the ineffectiveness of certification bodies,the frequent violations of certification organizations and the inconspicuous role of social supervision.On this basis,it summarizes the causes of the problems and puts forward corresponding countermeasures and suggestions on the basis of government supervision theory,market failure theory,information asymmetry theory and other public management theories with the help of supervisory work experience,which are mainly embodied in actively promoting the development of certification industry,actively participating in the revision of laws and regulations,strengthening the construction of certification supervision system of quality supervision system,strengthening law enforcement and exeellence.Five aspects,such as the external supervision environment,hope to further optimize the certification supervision by taking advantage of the opportunity of institutional reform and the development of certification industry,promote the high-speed,safe and orderly development of certification industry,and serve the local economic development.
