With the opening of China's financial industry to the outside world,the new policies of deposit insurance system,deposit interest rate marketization and the rapid development of Internet finance and big data platform,the competition of the banking industry has become unprecedentedly fierce.As a key link in human resource management,performance evaluation plays a key role in the whole human resource management system.The design of performance evaluation system is the key to improve the employee's personal performance,realize the bank's strategic goal and increase the bank's market share.HY Agricultural and Commercial Bank is a city-level Agricultural and Commercial Bank formed in 2016 by the merger of four county-level credit unions in HY urban area,through the methods of data collation,interview and research,data analysis,experience summary,this paper makes a deep analysis and Research on the current organizational structure,personnel structure,performance evaluation history and current situation of HY Agricultural Commercial Bank,and summarizes and analyzes the existing problems of performance evaluation of HY Agricultural Commercial Bank.In order to solve the problems existing in the performance evaluation of HY Agricultural Commercial Bank and improve its management efficiency,this paper designs the overall framework of the performance evaluation of HY Agricultural Commercial Bank based on the reality,and then designs a performance evaluation system suitable for the current situation and business development of HY Agricultural Commercial Bank according to the balanced Scorecard and the key performance index method.Under the guidance of the general thinking of the performance evaluation of the head office,the system designs the performance evaluation scheme of the functional departments and the first-level(directly under)branches.Functional departments of organs and management performance indicators(day-to-day behavior indicators),a level(directly under)branch comprehensive assessment of personal performance,management performance,branch grade performance and so on three levels,and sub-position assessment to people.Finally,the paper puts forward the safeguard measures to ensure the smooth implementation of the performance evaluation system,aiming at promoting the efficient management of all levels and posts,promoting the steady development of HY Agricultural Commercial Bank while enhancing the competitiveness of the bank.This article will enhance and improve the internal operation management of commercial banks.
