Chinese railway industry is in rapid development stage,however,in the field of the application of speed sensor,imported sensor with better performance,the advantages of long-term,stable,safe and reliable,mature technology occupied the main market of domestic railway industry,but the price,delivery and after-sales service,technical support and so on has the resistance to the development,these factors brings opportunity to the development of sensor localization.Domestic railway speed sensor in the field of manufacturing industry is based on ISO/TS 22163 management system,the system includes the organizational environment,leadership,planning,human resources,written information,the planning and control of operation and EPPPS(the processes,products and services external),the control of unqualified output control and so on,by identifying the process related to the project quality management is strong,can be in project implementation stages of the prevention of the quality assurance plan.The basic methods commonly used in Japanese quality management are QC engineering drawings,seven QC techniques,top-down quality improvement activities and bottom-up QC group activities.Through these forms,a good quality culture of the enterprise is cultivated and driven by culture.IATF 16949 is an automobile quality management system standard,with five powerful quality tools: APQP,PPAP,FMEA,SPC and MSA,among which FMEA,MSA and some SPC functions can be well adapted to ISO/TS 22163.FMEA is potential failure mode and impact analysis,which can be used in equipment introduction,r&d design and process design.MSA is the measurement system analysis to ensure the measurement effectiveness of the monitoring and measurement device.SPC is statistical process control,where the control chart function can be used to analyze whether there is variation of special reasons during the process,and also to calculate the internal control level that the quality characteristics can reach.Because of the current market situation,most of the domestic production modes of speed sensors are in the form of multiple varieties and small batches,and most of them are used in the fields of subway,urban rail,high-speed rail and bullet train,etc.,which have extremely strict requirements on productreliability.Combined with speed sensor to the current domestic manufacturers generally exists in the form of state-owned enterprises,the urgent need on the basis of enterprise development characteristics,using the Japanese quality management to develop a culture of quality,and mix the ISO/TS 22163 and 16949 for prevention of quality assurance and IATF based on data statistical quality control,thus is suitable for the development of the enterprise project quality management methods is particularly important.This paper takes the project quality management of speed sensor of A company as the research object,and elaborates from the following aspects:1.Describe the research background of A company's speed sensor project quality management,as well as the development status at home and abroad.The speed sensor of A company has the characteristics of small batch and multiple varieties,and the product is applied in the traction system or braking system of the bullet train,so the high reliability of the product is particularly important.As it is subordinate to the rail transit industry,it must follow the ISO/TS 22163 system.Its advantage lies in the framework of the quality management system,but it has some deficiencies in details.For example,the quality control describes the control process,which is a relatively general concept.In the IATF 16949 system commonly used by foreign-funded enterprises in Europe and the United States,this short board is supplemented in the quality control link,and the special characteristics clearly state that the object of quality control is quality characteristics.After all,IATF 16949 belongs to the system of the automobile industry,which is suitable for the stable production of large quantities.The previous project quality management of company A has deficiencies in quality assurance and quality control.Therefore,it needs to integrate the two systems in the enterprise's own environment.2.Identify the components and management methods of quality assurance and quality control by studying the theoretical basis of project quality management.Project quality refers to the extent to which the project meets the inherent characteristics of customer requirements.The project delivery is a product or service,and the quality of the project depends on the work quality of each unit.If the project deliverables are regarded as product characteristics,then the work quality of the unit of work can be regarded as process characteristics,so the object of project quality management is process and outcome.3.Research the application process of project quality management,and elaborate the methods and tools of quality management.Speed sensor project quality management mainly includes quality assurance,quality control,quality assurance includes quality assurance plan,quality audit,quality control plan.The quality assurance plan is based on the characteristics of the quality management system andthe speed sensor project and focuses on the establishment of the process.Quality audit is based on the quality assurance plan,according to the important node of the speed sensor project,focusing on the time node to grasp and control the outcome of the input and output;Quality control plan focuses on the control of quality characteristics,making it both accurate and stable.4.Summarize the effectiveness of project quality management.By finding out the project quality management method suitable for company A,the speed sensor of the first train was successfully delivered and provided A good quality environment for the subsequent mass production.This method is indeed effective,which also affects the quality control of other products of company A.
