Research On The Existing Problems And Countermeasures Of Targeted Poverty Alleviation In Rural Areas

The report of the 19th National Congress of the Communist Party of China stated that "we must resolutely win the fight against poverty and ensure that the rural poor will be lifted out of poverty under the current standards of China by 2020.All the poverty-stricken counties will be decapitated to solve the regional overall poverty,so that they can get rid of poverty and really get rid of poverty."The No.1 Document of the Central Committee in 2018 puts forward that it is necessary to adhere to the principle of precise poverty alleviation and precision poverty alleviation,and resolutely fight for poverty alleviation.This is a crucial battle for building a well-off society in an all-round way." The No.1 Document of the Central Committee in 2019 pointed out:"Resolutely win the fight against poverty." Give play to the role of the rural grassroots party organizations in fighting bastions.The party and the state attach great importance to the work of precisifull on poverty alleviation and precision poverty alleviation.According to the requirements of all tasks must be completed in 2020,China' s poverty alleviation work is arduous.With the continuous implementation of the national precision poverty alleviation policy,the poverty alleviation work has entered a difficult sprint stage,which has set new requirements and challenges for the party and the government to continue poverty alleviation work.Accurate poverty alleviation is the top priority of poverty alleviation.This paper attempts to take the W village of Taikang County in Henan Province as an example to understand the current situation of rural poverty alleviation work.On this basis,it analyzes the problems existing in the rural poverty alleviation work,analyzes the causes of problems in rural poverty alleviation work,and proposes to improve the accuracy.Countermeasures and suggestions for poverty alleviation work,with a view to providing a theoretical basis for the party and the government to formulate policies.Through qualitative research methods,this paper collects a large amount of first-hand information through in-depth interviews and on-the-spot observation methods.The local poor households,non-poor households,village cadres,and poverty alleviation cadres are interviewed by the subjects,and they are carried out with“precise poverty alleviation work”.The status quo and its existing problems were interviewed and interviewed.Through field investigations,it is found that although the implementation of precise poverty alleviation work in W Village of Taikang County has improved the situation of some poor households,rural poverty alleviation work still has inaccurate identification of poor households,inadequate assistance work,difficult implementation of national policies,and poverty alleviation of poor households.Poor enthusiasm,accurate poverty alleviation work has not been tailored to the needs of others,and poverty alleviation work has been short-term and quick.The main reasons for the above problems are the lack of capacity and sense of responsibility of the poverty alleviation team,the large amount of precision poverty alleviation work,the tight schedule,the shortage of manpower,the incomplete implementation of relevant policies,the need to improve poverty-stricken households,and the lack of specialization of poverty alleviation cadres.In view of the above problems and their causes,this paper believes that we can optimize the work procedures,strengthen the work of poverty alleviation cadres,strengthen the diversification of poverty alleviation subjects,cultivate the poverty alleviation awareness of poverty-stricken households,implement poverty alleviation performance appraisal and accountability system,and alleviate poverty.The method should be solved according to local conditions and other measures.
