| Since the establishment of the WTO,the WTO rules have taken many measures to restrict the tariffs,non-tariff measures and traditional trade remedies in order to promote the liberalization of trade.While with promoting the liberalization of trade as the common goal of major countries,various barriers emerge in the world and damage the international trade.Technical barriers to trade has become one of the main measures used by developed countries to restrict imports and product their domestic industries.Technical barriers to trade is now rising because of its variety,concealment,duplicity,indirectness and flexibility.TBT has surpassed anti-dumping as the biggest trade barrier facing China’s exports.TBT will become an important obstacle to the development of China’s export trade.The impacts of TBT on export trade has always been the focus of scholars.Previous research study the effects of TBT mainly from the macro perspective,such as national level and industry level.Previous literature focuses less on studies of firms and product using micro data.Especially for the effects of TBT,most research focuses on the aggregate trade,but less research explores the effects of TBT on firm’s export.This paper analyzes the impact of U.S.TBT on the behavior of Chinese manufacturing enterprises.Using the matched data of Chinese manufacturing firm database,Chinese transaction-level database and WTO/TBT database for period 2000-2008,and the Difference-in-Difference method(DID),this thesis tries to find how Chinese manufacturing exporters respond to U.S.TBT.Firstly,we find that the exporters will reduce the export value and export volume of products affected by TBT.Secondly,the robustness test was also carried in this thesis,such as the construction of different control group,the exclusion of other policy shocks.The results of all robustness tests show that the baseline regression was robust.Finally,from heterogeneity perspective of firm and product,we classify enterprises and products into different categories to examine the influence of TBT.The results show that the TBT will reduce the export value and export volume of capital intensive products,intermediate products,general trade products and products of private enterprises.Through the empirical analysis we find that the TBT will significantly restrain the exports of Chinese enterprises,so this thesis also puts forward some relevant policy suggestions.Our government should constantly improve the technical trade barriers warning system and strengthen the policy support of export enterprises.At the same time,Chinese enterprises should also innovate actively so that they can improve the technical level and quality of products. |
