Study On Developmental Strategy Toward Good-Quality Wheat For Specific End-Use In Henan In The View Of Supply-Side Structural Reform In Agriculture

Under the background of supply-side structural reform in agriculture.Henan wheat industry urgently need transformation.The research on the development of good-quality wheat for specific end-use is important for Henan wheat industry to occupy an important position in agricultural modernization.As both quantitative analysis and qualitative analysis were used in this research,via data and literature collection concerning good-quality and specific end-use wheat in Henan;Comparing the quality of different wheat varieties and comparison of economic benefits of good-quality wheat and common wheat;analysis of present situation and restrictive factors of good-quality wheat for specific end-use;Mirror of advanced experience from the developed countries and put forward developmental strategy of the good-quality wheat for specific end-use in Henan.The research results are as follows:The development status of good-quality wheat for specific end-use in Henan province:The planting area of good-quality wheat for specific end-use in Henan has doubled in the past 3 years and reached 0.8 million hm2 in 2018.Major cultivars planting area had been expanding,meanwhile several new substitutional cultivars were bred for future.The standards and regulations for good-quality wheat production have been set,and the enhancement of the promotion system secure the publicity of these regulations.Simultaneously,with the increasing number of processing enterprises and the increasing processing capacity of enterprises are the guarantee of economic benefits.The restrictive factors of good-quality wheat for specific end-use in Henan are as follows: the quality stability of different good-quality wheat varieties is weak between years and different regions,resulting in mixed quality and disadvantageous storage when harvested.The economic benefit of strong gluten wheat in production is notobviously superior to that of common medium gluten wheat.Domestic wheat market has a large demand for foreign good-quality wheat;however,the lowest purchase price of wheat in China is higher than that of wheat exported abroad,that has led to the impact of international wheat on China’s wheat market.The number of new agricultural operators is insufficient and the area of wheat planted by existing operators is low.In order to achieve the purpose of improving the quality of wheat for end-use and increasing economic benefits of good-quality wheat for specific end-use in Henan,we should take regionalization and large-scale operation,standardization and industrialization production as the principle,adjust the supply of wheat production,establishment of market-oriented guidelines for the development of good-quality strong gluten wheat and weak gluten wheat.The developmental strategy was put forward: to speed up the breeding of wheat for specific end-use varieties with stable quality.Improving planting planning of different good-quality wheat for specific end-use varieties in different counties.Government staff and scientific researchers should accelerate the promotion of established standardized production technologies for good-quality wheat specific end-use and ensure that high-standard production technologies are implemented in township and village planting regions.Establishing excellent brands of good-quality wheat for specific end-use,and carry out certification the Agro-product geographical indications in good-quality wheat for specific end-use planting regions.Promoting the successful experience of famous brands and their production bases construction,expending the industrial chain and increasing income.Optimizing the social service of good-quality wheat for specific end-use;actively promote the spread of agricultural insurance;appropriate increase of subsidies for good-quality wheat for specific end-use in the framework of WTO agreements.Innovating the training system of agricultural science and technology talents.Promoting the rapid development of "Internet + agriculture",constructing IOT for good-quality wheat for specific end-use production,achieve the goal of technology industry to feeds back agriculture.
