With the accelerated development of regional economic,there appear more and more SMEs in Qingdao,which has made QINGDAO TIANCHEN GROUP face plenty of competition,depended on talents among companies in the 21st century.The research topic how to retain core employees becomes the hot spot for every enterprise.which is the same as the representative private enterprise QINGDAO TIANCHEN GROUP faces.So it is urgent for the company to take management measures to retain core employees.This paper mainly studies the core employees management system of the company QINGDAO TIANCHEN GROUP.First of all,the paper finds out the existing problems concluding that it is necessity to construct the management of the core staff,on the basis of the human resources analysis in the present situation.Secondly,combined with the business content and development needs for the company,the work characteristics of the core employees is analyzed from three aspects-professional ability,development ability and contribution ability.Detailed decomposition of the three aspects has been finished considering the evaluation indexes and their weight.The core staff identification model has been constructed using the analytic hierarchy process(AHP)which helps to identify who deserves to be called core staff.Then combined with the survey results of the company's core employee satisfaction,this paper gives rationalization improvement proposals around two aspects,the incentive management and performance management which recommends that the company should improve the company's promotion system by improving the salary system and introducing equity incentive.And effective incentives should be implemented through building a good corporate culture.At the same time,the performance evaluation method combined KSF and 360 degrees has been adopted by establishing good communication channels,paying attention to the performance process guidance and improving the performance level of the core staff.In addition dynamic monitoring mechanism should be established to simulate the turnover of core staff,drive the enthusiasm of all the staff and enhance the core competitiveness of the company.Finally,in view of the identification results of the core employees and the construction plan of the management system,the implementation measures of the core staff management system are put forward to ensure the smooth implementation.
