A Study Of Targeted Poverty Alleviation In Ethnic Minority Areas

Poverty is a major issue that constrains national development and social progress.President Xi Jinping put forward the important concept “targetted poverty alleviation” which is an effective approach to solve poverty at the present stage when he inspected in western Hunan Province.The targetted poverty alleviation transforms the previous “flood irrigation” into a more precise “drop irrigation” which aims at the poor people in different poor areas and on different levels of poverty.The ultimate goal is to guarantee the effectiveness and success of the anti-poverty.This thesis considered the assessments of “targetted poverty alleviation” as the objective,geographically limited to ethnic minority areas,utilized the case analysis and document analysis and focused on the assessment of “targetted poverty alleviation” in ethnic minority areas.The study not only has practical meaning to the further development of “targetted poverty alleviation” in ethnic minority areas,but also makes sure the effectiveness of poverty alleviation,achieves the goal of anti-poverty and constructs a higher level of well-off society.The assessment of “targetted poverty alleviation” refers to the identification,help and management of the poor families and villages.By assessing,rewarding and punishing the anti-poverty work,the government ensures the implementation and policies in place precisely.Most of the assessments of the “targetted poverty alleviation” have achieved positive progress.However some problems in the process of practical application still exist.The thesis took Chi Feng as the case study to analyze the problems within the assessment and the author found out the following difficulties and analyzed the behind reasons: the content is relatively stuffless,the procedure is formalized and flow assessment,much emphasis is put on the leaders and lack of effective supervisions,the results are not enough applied and the motivations are not obvious.In the last chapter,the author put forward reasonable suggestions to the problems in the process of “targetted poverty alleviation” from the contents of assessment,the procedures of assessment,the system of assessment and feedback mechanism of the assessment.The conclusion part summarized the problems and measures of the whole thesis and pointed out the limitations of this research.
