Research On Performance Evaluation Of Grain Direct Subsidy In Xiangxi Prefecture

After 15 years of practice and adjustment,the direct subsidy policy for grain has been greatly different from the original policy.Since 2014,with the increase in the cost of grain cultivation,the benefits of grain cultivation have continued to decline,and the enthusiasm of farmers for grain cultivation has continued to weaken,leading to a slowing down in the growth rate of grain output.With the development and changes of the economic and social environment,the implementation of the direct subsidy policy for grain has met with new challenges.In 2015,Xiangxi Prefecture became a pilot in the reform of the direct subsidy policy for grain,implementing the "three subsidies in one" policy.It is clear that 80% of the direct subsidy funds will be used to protect arable land and 20% will be used to support grain production and operation.Based on the relevant data of Xiangxi's agricultural industry,this paper studies the current situation of Xiangxi's agricultural development,policy performance and food security effect,and analyzes the performance of Xiangxi's direct subsidy policy.Combined with relevant theories,using analytic hierarchy process,through the "financial dimension,subject and object dimension,food security dimension,sustainable dimension" four primary indicators and fifteen secondary indicators,the performance evaluation index system of direct grain supplement is constructed,and the weights of all levels of indicators are calculated.Then the fuzzy comprehensive evaluation method is used to evaluate the implementation performance of the direct grain subsidy policy in Xiangxi prefecture,and the final result is as follows: the performance evaluation of the direct grain subsidy in Xiangxi prefecture is "average".Then according to the specific data of all levels of indicators in Xiangxi's grain direct subsidy performance evaluation index system,statistical analysis is carried out,and the final result is consistent with the fuzzy comprehensive evaluation result.Through the analysis of the results of the performance evaluation,the reason why the results of the performance evaluation of the direct grain subsidy in Xiangxi Prefecture are "average" is found.According to the results of the performance evaluation of the direct grain subsidy in Xiangxi Prefecture,combined with the actual situation of the direct grain subsidy in Xiangxi Prefecture and the current situation of the decisive victory period of poverty alleviation in Xiangxi Prefecture,this paper aims at how to improve the performance of the direct grain subsidy in Xiangxi Prefecture,so that the direct grain subsidy policy can better serve the development of the agricultural industry in Xiangxi Prefecture and promote the long-term development of agriculture in Xiangxi Prefecture.This paper puts forward the following six suggestions: to improve the financial subsidy environment in Xiangxi prefecture,to strengthen supervision and management,to strengthen policy publicity,to pay attention to policy fairness,to straighten out the internal process mechanism,and to enhance the motivation for the reform of the direct subsidy policy for grain.
