Research On The Grain Direct Subsidy Policy In Sichuan Province On The Visual Angle Of Peasants

The grain is the material foundation that the mankind relies for existence. The food security is the guarantee for sustainable economic development in China. Our grain production appears severe situation phase. The per capita income levels are much lower than the average level in the world. What’s more, the urbanization process advance rapidly. The gradual decrease of national land area is adding to the urgency of grain production. Once China’s grain production appear serious crisis, there will cause significant impact for the economic development. Therefore, it is necessary to protect the capacity of China’s grain production. China unswervingly practices the food self-sufficient policy. A number of policies are issued around food production, reserve and circulate. The food security should be paid attention constantly from all aspects. Thereinto, the grain direct subsidy policy has play a great part of raising farmers to plant grain enthusiasm. What progress has been made on the grain direct subsidy? Especially, how the effects do the policy improve grain output and the peasants’enthusiasm for growing grain, These theories needs to research urgently. Hence this paper research the effectiveness of the grain ditect subsidy in Sichuan province. Explore the insufficient and reason in order to perfecting the grain direct subdidy in China.This paper confirm the basic theory, namely the basis of Welfare Economics, Public Finance, Grain Industrial Diversity, through related literature. Based on study the implementations of the grain direct subsidy in Sichuan provine, investigating the farmers including basic conditions, cognitive situataion, satisfaction and so on. And the survey data should be analyzed by descriptive statistical. This article tries to analyze the effect of the grain direct subsidy through Entropy Method and Multilevel Grey Evaluation Method. The result shows that the effect of grain direct subsidy policy is a partial success in Sichuan province. Finally, the evaluation results are analyzed and summarized by combining with the actual situation. And put forward the relevant countermeasures.So, the main content of this paper are as follows:(1)Through analyzing the statistical data, it shows that the grain direct policy is to be a popularity in Sichuan provine and welcomed by the farmers. the farmers don’t understand this policy very well.Because of the lower literacy standards, ageing populations and limited information channels, the farmers at household don’t understand the policy deeply.(2)The result of quantitative analysis shows that the grain direct subsidy policy has had certain positive role for grain production in Sichuan. The important significance of grain direct policy lies in political and economic significance. On the one hand, the grain direct subsidy has made a lot of achievements. The farmers are welcome attitude to this policy. The political significance can not be able to be measure. On the other hand, the subsidy has limited impact on increasing farmer’s income and ensuring food safety. This paper holds that the economic significance of the subsidy is limited.However, the policy in Sichuan province still need to improve a lot. The related policies should be formulated to establish direct subsidies food long-term mechanism. There should be more publicity to ensure a fair, just and open system. To further perfect subsidy means is to ensure that the grain benefit fund can be really used for grain production. Speed up the rural land transfer is to highlight the effect of grain direct subsidy. To perfect the subsidy fund management and innovate the work methods.
