The development of economic globalization has become a mainstream trend.The continuous development and innovation of science and technology has become a major driving force for the sustained economic growth of various countries.As a highly intensive knowledge and technology industry,the high-tech industry has gradually received wide attention from all countries.The export of knowledge-and technology-intensive high-tech products is not only regarded as an important criterion for measuring a country's technological development and international competitiveness,but also determines the level of international division of labor and trade status of a country.In the literature review at home and abroad,this paper introduces some of the experience gained by Chinese and foreign scholars in promoting the export of high-tech industries.Then it introduces the development history of high-tech industries in China,Japan and South Korea,the scale of bilateral trade and the status quo of foreign trade.In general,the scale of trade and foreign trade between China,Japan and Korea is increasing.Furthermore,the TC index is used to analyze the export competitiveness of high-tech products in China,Japan and Korea.The conclusions show that China only has export competitiveness in computer equipment and electronic communication equipment.Japan is on scientific instruments,electronic equipment and non-electronic equipment.Both have export advantages,and Korea is highly competitive in electronic communications,computer equipment and scientific instruments.After using the ARCA index analysis,compared with Japan and South Korea,China's computer equipment and electronic communication equipment have a higher ARCA index,and the rest of the high-tech products are relatively inferior.After empirical analysis,the data of the high-tech industry research funding and human capital from 1996 to 2016 were selected,and the TC competitiveness index was selected as the dependent variable to empirically demonstrate their relationship and contribution.The test shows that there is a long-term stable and balanced relationship between research funding and human capital and export competitiveness;the AR root test shows that the VAR model based on the three is stable;and the Granger test shows that there is a causal relationship between the three.Relationship;through the impulse response,it is concluded that the investment of scientific research funds can effectively improve the competitiveness of products,while human capital investment can not significantly promote export competitiveness in the short term,but a potential factor;variance analysis also confirms the investment of research funds.Human capital investment will promote the export competitiveness of the country in the long run.Finally,based on the empirical results,some targeted policy recommendations are proposed.
