| The transfer and secondary distribution of social capital,human resources,knowledge spillovers,technological advancement and other factors between countries and regions have made the global macro economy move toward the direction of “service-oriented economy”.The agglomeration and development of the modern service industry has become the main driving force for the reshaping of the internal economic structure of the urban agglomeration.In the "Nineteenth National Congress" report of the party,it is also mentioned that to complete the construction of a modern economic system,this important national strategy related to China's economic development should vigorously develop modern service industries,especially information technology and technology services.A series of high-knowledge emerging industries.Cultivating and developing modern service industry has become an important means of efficient and orderly development of regional economy.Therefore,studying the agglomeration and spillover effects of modern service industry in urban agglomeration space has important practical significance for guiding China's sustained and stable economic development.The purpose of this paper is to explore the spatial pattern change process of the development of modern service industry within the Beijing-Tianjin-Hebei urban agglomeration,the process and situation of industrial agglomeration,the impact and results of spillover effects,and explore the spatial layout of the modern service industry in Beijing-Tianjin-Hebei urban agglomeration.And the influencing factors of spillover effects,and improve the development level of modern service industry in the three places,promote its orderly division of labor and reasonable links,and propose optimization paths and policy recommendations.Firstly,this paper summarizes the connotation,general characteristics and development trend of modern service industry through the literature of domestic and foreign research related to modern service industry,and defines the concept of "modern service industry" in this paper.The development process and evolution trend of the overall modern service industry in the Beijing-Tianjin-Hebei urban agglomeration were analyzed in both time and space.By constructing spatial regression measurement model,this paper explores the influence and mechanism of geographical factors,government intervention,investment level,human resources,scientific and technological innovation and other factors on the modern service industry and its spillover effects of Beijing-Tianjin-Hebei urban agglomeration.Based on the above research content,the paper draws the following main conclusions: First,the modern service industry is different from the traditional emerging service industry,which includes the upgrading of traditional service industry,and the emerging technology.The high-tech industry has the characteristics of science and technology intensiveness,metropolitan agglomeration,and high human capital accumulation.Second,the development of modern service industry in Beijing,Tianjin and Hebei is in good shape,the industrial added value continues to grow at a high level,and the industry development has knowledge.The trend of intensive industry development;Thirdly,the spatial evolution of modern service industry within the Beijing-Tianjin-Hebei urban agglomeration shows an obvious “core-peripheral” feature during 2006-2016;the fourth is the investment level of Beijing-Tianjin-Hebei investment in the development of modern service industry in the region.The level has a significant negative impact,and the government's fiscal expenditure has a significant positive impact.The government's expenditure effectively drives the improvement of the modern service industry,while the enterprise investment is relatively inefficient,indicating that the marketization level in the Beijing-Tianjin-Hebei region is not good.The mode of development still relies mainly on investment,especially government investment;the fifth is the cities within the Beijing-Tianjin-Hebei urban agglomeration.There is a negative impact between the modern service industry and a negative spillover effect.The siphon phenomenon in the Beijing-Tianjin-Hebei region is obvious and still in the stage of polarization development. |
