Poverty is one of the world's problems that all walks of life have been trying to solve. It is also a stumbling block for China to build a well-off society in an all-round way.Although our government has made remarkable achievements in poverty alleviation in recent years,it can be said that the results of poverty alleviation are inseparable from government input.Social security expenditure is naturally linked with the poor.Social insurance, social assistance and other social security expenditures together weave a multi-level social safety net, which also plays an important role in poverty alleviation. However, with the shortening of the time required to complete the task of building a well-off society in an all-round way by 2020,poverty alleviation still faces considerable challenges.Since the precise poverty alleviation,China's poverty alleviation work has focused on the poor who set up archives and licensing cards, greatly optimizing the allocation of resources. Therefore, focusing on precise poverty alleviation and choosing representative poverty-stricken counties at the national level as the research object can better reflect the role of social security in poverty alleviation. In this context, studying the poverty reduction effect of social security expenditure in national poverty stricken counties is not only conducive to exploring the role of social security expenditure in the overall poverty alleviation work, but also conducive to detecting omissions and filling gaps and speeding up the process of poverty alleviation work. This paper makes full use of statistical yearbook and Internet resources to collect and collate data of national poverty stricken counties, and to study the poverty reduction effect of social security expenditure in national poverty stricken counties.Based on the poverty incidence, poverty depth, poverty intensity and social security expenditure in national poverty stricken counties, using pooled regression and individual-special effects model were used to carry out the research, and. The results show that: First, social insurance expenditure has a strong effect on poverty reduction in poor counties at the national level.Endowment insurance and medical insurance have a strong contribution to poverty reduction, but as health insurance spending increases, the income gap widens.Secondly, social assistance expenditure and its subprojects have some poverty alleviation functions.Medical assistance in urban and rural areas has a strong and significant poverty reduction effect. And the poverty reduction effect of the expenditure on relief and support and the minimum subsistence security for the urban poor is limited.Third, among other social security expenditures, poverty alleviation expenditure has a strong effect on poverty alleviation. For every 1% increase in poverty alleviation expenditure, the incidence of poverty is reduced by 0.116%,the depth of poverty is reduced by 0.0809%,and the intensity of poverty is reduced by 0.445%.Social welfare expenditure and security housing project expenditure have a weak poverty reduction effect.
