Recent years,China has successively issued policies related to time-sharing lease of new energy vehicles and lease of small and micro buses to encourage the development of the car-sharing industry. As a product of the sharing economy,car-sharing companies provide vehicle rental services for customers within a short period of time.Car-sharing is of great significance in easing traffic congestion, saving energy and protecting the environment in big cities.Although China's car sharing industry has developed rapidly,it still faces some problems.First, the infrastructure of car-sharing system is insufficient, which cannot meet customers' demand.Second, the resource allocation is unreasonable, due to the influence of one-way rental service, some stations accumulate vehicles, and some have no vehicles to rent, resulting in imbalance between supply and demand of the system. Therefore,it is important to optimize the layout of car rental stations and conduct vehicle relocation during operation through effective mechanisms and methods. The main destination in this paper are to plan and build a one-way shared vehicle system, and to decide the location and capacity of rental stations, and provide vehicle relocation plan during operation from the perspective of car-sharing enterprises.A joint study on station location and vehicle relocation by considering the impact of customer demand and vehicle flow on station selection decisions will help enterprise to make a more cost-effective site selection solution in the planning stage. In addition to above problems, two influencing factors are considered, vehicle charging and enterprise service principle.Vehicle charging will affect the use status of vehicles during operation, thus affecting the operating income and cost. The essence of enterprise service principle is the arrangement strategy of vehicles in the face of customer demand, which will also affect system operation. In conclusion, this paper will consider the above two factors, conduct joint optimization study on the station location and vehicle relocation problems.Solve problems of unreasonable station layout and supply and demand imbalances in strategic and operational level, helping enterprises to make reasonable planning and operational decisions, satisfy customer needs and to achieve profit. This paper will construct two model, model I and model II,respectively under two service principle, profit first and customer first service principle, considering vehicle charging problem at the same time.Genetic algorithm is used to solve two models by designing chromosome coding, fitness function etc.Numerical example is used to verify the validity of models,as well as the accuracy of the algorithm.Compare and analyze the results of two models in terms of operation profit, service satisfaction rate and vehicle assignment and relocation solution. Then based on model II,change the battery capacity, vehicle relocation, demand matrix to study the impact of these three factors.
