Research On Targeted Poverty Alleviation Work Of Guangxi Agricultural Science And Technology Commissioners

In the report to the 19th national congress of the communist party of China(CPC),it is clearly stated that"it is a solemn commitment of the CPC to resolutely win the battle against poverty and enable the poor and poverty-stricken areas to join the whole country in building a moderately prosperous society in all respects."The fundamental goal of targeted poverty alleviation is to ensure that the targeted and permanent poverty alleviation targets are lifted out of poverty.Science and technology are the primary productive forces.Poverty alleviation through science and technology is an important strategic measure for China to implement poverty alleviation.It is a fundamental measure to solve the problem of backward production technology and extreme shortage of technical personnel in poverty-stricken areas,and an important means to transform poverty alleviation from relief to relying on science and technology.Agricultural science and technology commissioners are science and technology communicators,promoters and participants of poverty alleviation through science and technology rooted in the needs of agriculture,rural areas and farmers.Practice has proved that agricultural science and technology commissioners have become an important force in helping targeted poverty alleviation and elimination,supporting the development of rural industries,increasing farmers'incomes and building a moderately prosperous society in all respects.Guangxi is a foundation weak,the rural population more agricultural provinces,though since 2003 in Guangxi have implemented a system of agricultural science and technology correspondent,but the natural conditions,weak infrastructure,imperfect management system and other reasons,there areagricultural science and technology correspondent technology support of"agriculture,rural areas and farmers" obvious enough,agricultural science and technology correspondent lead the poor to rely on science and technology rich effect remains to be further enhance and so on.This study aimed at Guangxi agricultural science and technology correspondent precision problems of poverty alleviation,through literature analysis,survey and so on,discusses the work mechanism of Guangxi agricultural science and technology correspondent,system guarantee,and poverty alleviation achievements,and emphatically from the agricultural science and technology correspondent,rural farmers,government and market operation such as four dimensions analysis of the Guangxi agricultural science and technology correspondent precision problems of poverty alleviation,and according to the above four aspects the problems put forward the corresponding to promote and improve the system of agricultural science and technology correspondent,promote agricultural science and technology correspondent precision anti-poverty work effective countermeasures and suggestions.
