High-tech industry has a huge role in promoting economic development,and its technological innovation ability is one of the important signs of a country's competitiveness.Therefore,effective evaluation and management of technological innovation performance of high-tech enterprises is an important means to promote the technical innovation of high technology enterprises.As the subject of technological innovation,human capital is an important source of innovative knowledge and is considered as an important factor affecting performance..The existing literature mainly discusses the relationship between human capital and regional economic growth and innovation.However,working on the relationship between categories of human capital and technological innovation are scarce.In addition,in the process of human capital to promote technological innovation,the learning cost is an inconvenient factor,study the cost of high and low success of technological learning,and the cost of technological learning and the relationship between the human capital,there is little research,technological learning cost as the mediation mechanism between human capital and technological innovation performance of study hardly.with the purpose to fillng the blank in this field,this reseach using 2008-2016 panel data l of high technology enterprises in China area,divides into the human capital of science and technology human capital,human capital and other discusses the human capital(science and technology,human capital and other human capital),technological learning cost and the relationship between the technology innovation performance,including technological learning cost is a mediation mechanism of this relationship.Research findings :(1)human capital of science and technology and other human capital have a positive and significant impact on the performance of technology innovation;(2)human capital of science and technology has a significant negative impact on technology learning cost,while other human capital does not have a significant negative impact on technology learning cost;(3)technology learning cost intermediary performance of the relationship between human capital and technology innovation of science and technology,and the cost of technological learning mediating the relationships of human capital and technology innovation performance is not verified,this may be due to the high technology enterprise with technical knowledge of highly dependent decision in the process of technological learning,science and technology human capital than any other human capital can more effectively by lowering the cost of technological learning to improve technology innovation performance.Our research extends the existing theoretical research on human capital and provides some guidance for managers of high technology firm and makes of policy to create a favorable conditions for technological innovation.
