Accompany with the advent of the era of knowledge economy, technology innovation increasingly is playing a highlight importance role. Our country is put forward a development goal which build our country into a innovative country of science and technology in 2020. In order to achieve this purpose, in 18 th National Congress of the Communist Party of China, to improve the ability of technological innovation as the core of the national development and global location. Moreover, as the main body of technical innovation system Enterprises should be optimized configuration of innovation resources, and improve the efficiency of technology innovation. Human capital is one of the important scarce resource enterprise technical innovation activities, how to effectively utilize human capital in order to achieve higher enterprise technology innovation performance is not only a hot topic in the field of management, but also the problem to be solved by business.This dissertation based on of the literature at home and abroad, from the point of organizational learning, the enterprise technology innovation activities can be divided into exploratory innovation and exploitation innovation activities. This paper expounds the theory of human capital development and technology innovation theory briefly, combing the relationship among the human capital, organizational learning, and technological innovation performance, Build the theoretical model of the three parts. Especially in the theory model, the enterprise technology innovation performance is divided into three dimensions which are product/process innovation and management innovation, process innovation. Questionnaire survey also is used, and 273 enterprises data are collected. And the proposed theoretical model and research hypothesis are verified using SPSS and AMOS, a longitudinal analysis of the human capital situation technology innovation and technology innovation performance of tasty group was used. According to the horizontal and vertical analysis to the theoretical model and research hypothesis, three conclusions are obtained.(1) Increase of enterprise human capital can promote the increase of the technological innovation performance effectively, and with the most significant affect on innovation performance of enterprise product innovation.(2)Human capital has the positive effect on both exploratory innovation and exploitation innovation, and when maintains another human resource of innovation, there are more income when the enterprise invest resource on the exploitation than exploration.(3)From the effect of enterprise innovation activity to the technology innovation performance, exploration innovation, exploitation innovation and positive relation to the three elements of enterprise technology innovation. Moreover exploitation activity has more effect on procedure/process innovation and exploration activity has more effect on products innovation, both exploration and exploitation have same effect on management innovation.
