Study On The Development Of The "Sangua Commune" Characteristic Town In Anhui Province

With the acceleration of the construction and development of characteristic towns,its multi-functional comprehensive development platform integrating characteristic industries,beautiful ecology and living communities has become increasingly prominent,which has greatly promoted the beautiful rural construction,the rural revitalization and development and the integration of Industrial development,urban development,people-oriented and cultural development,has become an important catcher of China’s new urbanization construction.Although the characteristic town of Anhui "Sangua Commune" was established only for more than three years,it has developed rapidly and is now among the top 50 characteristic towns in China.The achievement is inseparable from the scientific top-level design leading of all parties involved in the characteristic town construction project.At the same time,that a deep understanding and flexible application of the new round of land reform policies,the selection of dominant industries with characteristics of small town,relying on the sharing platform to utilize the resources inside and outside the town and breaking through the talent bottleneck is inseparable.Taking the characteristic town of Anhui "Sangua Commune" as the research object,and by consulting the relevant literature of the development of characteristic towns and the field research and using comprehensively the sharing economy theory,institutional change theory,property right theory,new economic geography theory,the paper analyzes systematically such five factors as top-floor design leading,three rights separation reform,industrial path selection,sharing the idle resources and breaking through the talent bottleneck,constructs scientifically the evaluation index system of the characteristic town development of Anhui "Sangua Commune",studies empirically the development of the characteristic town of Anhui "Sangu Commune"by using the factor analysis method and the Fuzzy-AHP evaluation method,and gives finally the research conclusions and the suggestions for the further development of the characteristic town of Anhui "sangua commune".The empirical results show that:(1)the 4 common factors can be extracted from the 21 factors in five categories,which affects the development of the characteristic towns in Anhui "Sangua Commune",namely,top-level design and industrial platform factor,idle resource sharing factor,and open education factor And three rights separation reform factor.(2)The development level of the characteristic town of Anhui "Sangua Commune" is generally at the "high" level,and the evaluation scores of all five first-level indicators are all above 85,that is,they are all at the "high" level,of which the evaluation scores of industrial path selection and top-level design are higher than the overall evaluation value,while the evaluation scores of sharing the idle resources,breaking through the talent bottleneck and three rights separation reform are lower than the overall evaluation value,and are divided by the three powers,and the lowest evaluation score is from three rights separation reform.According to the conclusions of empirical research,this paper puts forward the suggestions to promote the further development of the characteristic town of Anhui"Sangua Commune" from such five aspects as strengthening the implementation work to play the role of top-level design leading,deepening the reform of "three powers separation" to ensure the sustainable development of characteristic towns,taking industry as the catch to take the road of characteristic development,sharing the idle resources to help the rapid development of characteristic town and breaking through the talent bottleneck to deliver the intellectual resources for the development of characteristic town.
