Participatory Poverty Reduction is used by Government which means thatGovernment should change the Development-oriented poverty alleviation intoParticipatory Poverty Reduction. It seems a really hard job. First of all, the keydifference is empowering. There are many other differences between each other. Forexample, they have different goals and standards, different programs, differentproducing and different way to manage funds. After the fieldwork in Guangxiprovince and Sichuan province, the author found that the application of participatoryapproach depends on the empowerment of the government. So the hard job is focuson the hard way to empower. There are several obstacles to empower. In the first place,the appraisal system and supervision system are unreasonable. In the second place, itwill reduce the existing interests. In the third place, the stuff and fund are inadequate.Finally, the government doesn’t think the farmers can qualify the job. On the contrary,there are some advantages to empower. First, it is easier to resolve the contradictions.Second, the anti-poverty funds can be used effectively. Third, the government will berespected by the community.
