Under the open economy, the coordination of industrial structure and export structure is an important guarantee for the sustainable and stable development of a country economy. The degree of development of the industrial structure determines the economic strength of a country or region. The development level of a country's export structure determines the international competitiveness of a country and its position in the international division of labor. For a long time, the relationship between industrial structure and export structure has always been a key issue in the field of international trade. In theory, there should be a "mirror" relationship between the two, that is,the industrial structure is the basis of the export structure, and the export structure is the reflection of the industrial structure. However,at present, there is a certain degree of divergence between China's industrial structure and export structure, that is,changes in China's export structure do not reflect changes in China's industrial structure.Although the existing literature analyzes this problem from different angles, through the combing of relevant literature and the analysis of data, this paper gives a new explanation for this phenomenon: the existence of China's industrial structure and export structure Deviation, mainly in the context of global value chains, for China, which has an important position in processing trade in foreign trade, exports contain a large amount of foreign added value, which leads to the failure of China's export commodity structure to accurately reflect its actual factors.Endowment and skill levels lead to a “deviation” between the two.Based on the above analysis, this paper intends to analyze the reasons for the divergence between China's industrial structure and export structure from the perspective of global value chain. It is proposed that in the context of global value chain,China's industrial structure is not related to China's export structure. There is a "mirror" relationship between them, but a hypothesis of "mirror" relationship with China's export value-added structure;secondly, this hypothesis is empirically tested using relevant data from Chinain the WIOD database. The results show that there is a long-term stable relationship between China's industrial structure and export value-added structure. The trend of the two is consistent and there is no deviation. However, due to the “non-tradeability” of services, the relationship between the internal industrial structure of the goods industry and the domestic value-added structure of exports is closer relative to the service industry;finally, from the added value of domestic exports To promote the transformation of trade mode, optimize the industrial structure, and give play to the positive role of industrial structure in optimizing the structure of foreign trade, and put forward targeted countermeasures and suggestions,in order to provide useful reference for China's industrial structure adjustment and export structure optimization and upgrading in the new era.
