Research On The Evaluation Of Industrial Green Development Of Resource-based Areas

At present,China's economy has entered a new stage of development,and it put forward higher requirements for industrial development,the resource-based areas facing a series of development problems,such as a single industrial structure,extensive industrial development caused by ecological damage,environmental pollution and people's livelihood problems in the long-term,therefore,the transformation of industrial development model of the resource-based areas is imminent.As one of the five development concepts,green development is the breakthrough of cultivating the new motive force and structural optimization and upgrading of economic growth at present,and the reports of the 19 th National Congress of the Communist Party of China also emphasize the need to promote green development and form a green development mode.Therefore,for resource-based areas,taking green development as a guide and promoting the green development of industry is the fundamental way to achieve high-quality economic development during the 13 th Five-Year Plan period and even longer period.Define the industrial green development scientifically and make an scientific evaluation of industrial green development in resource-based areas is an important prerequisite for accurately identifying the advantages and disadvantages of green development of industries in resource-based areas,and then promoting the green development of their industries.Based on the theory of industrial development and the theory of green development,this study explains the connotation of industrial green development,and holds that the green development of industry is a kind of moral development mode with harmonious symbiosis among industrial development system and ecosystem and social system,and has four characteristics,such as reasonable and efficient use of resources,minimization of negative externalities,strong policy support,and the comprehensive development efficiency.And then this study takes the typical resource-based provinces of Shanxi province as an example,and makes an empirical analysis of the level and efficiency of industrial green development in Shanxi Province and its 11 regions in 2007-2016,and constructs the evaluation index system of industrial green development in Shanxi Province,and use the entropy value method to measure and analyze the green development level of Shanxi Province and its 11 regions,at the same time,the output index of industrial green total factor productivity is extended,and the industrial green development efficiency of Shanxi Province and 11 regions is analyzed and compared by using the GML index method based on SBM directional distance function to make a systematic evaluation of the green development of industry in Shanxi Province.And finally,based on the evaluation results of industrial green development of Shanxi Province,this paper puts forward some countermeasures and suggestions for promoting the green development of industry in resource-based areas.The paper found that:(1)from the research results of industrial green development level of Shanxi Province and its 11 regions,the green development level of overall industry in Shanxi Province increased obviously,the negative externality of industrial development decreased greatly,and the comprehensive benefit of industrial development gradually improved,but the gap of green development level of industrial industry was larger,and the weakest of the green development of industry was different,the industry green development level of Taiyuan is far ahead in the province,Jincheng,Shuozhou and Changzhi's industry green development level is relatively good,Linfen,Xinzhou and Lvliang ranking at the end in a long period,their industrial green development level is too low.(2)from the research results of the industrial green development efficiency,in 2007-2016,the overall industrial green development efficiency of Shanxi Province is relatively good,the average rate of increase is 1.41% in past 10 years,in the local market situation,the industry green development efficiency growth of Shuozhou and Taiyuan is fastest,and the industrial green development efficiency of Changzhi,Yuncheng,Linfen and Lvliang needs to be improved urgently,the industrial green development efficiency presents regional differences,to view the situation as a whole,Jinbei and Jinzhong's Industry green development efficiency is higher than Jinnan.Based on the research results,this study holds that although the green development of industry of Shanxi Province and it's 11 regions is generally good,there are still many disadvantages in industrial development,and the 11 cities should carry forward and rectify the advantages and disadvantages of green development of their own industries.And Shanxi Province and the same type resource-based areas need to push forward it's industrial transformation steadily,promote ecological restoration and environmental governance,and should increase policy support and enhance the comprehensive benefits of industrial development to promote the green development of industry.
