| Poverty,as a long-term worldwide problem,has been plaguing both developed and developing countries.Every country is actively trying to find ways to alleviate poverty.Through decades of poverty alleviation work,China's poverty-stricken population has been reduced in scale,from nearly 300 million in the 1970 s to more than 20 million.It can be said that great achievements have been made.At the same time,China's poverty-stricken population has decreased from 1/4 to 1/20 of the world's poverty-stricken population,making outstanding contributions to the world's poverty alleviation work.As the place where the concept of precise poverty alleviation was put forward,Xiangxi,focusing on the "two-year hard work","three-year consolidation","should do everything possible" and "stable poverty alleviation" policy put forward by the government of the State Party Committee,takes the initiative in accordance with the general requirements of the Central Committee of "four practical,five batches and six precise".It is a key and difficult task for the economic and social development of Xiangxi to make the poor people in poverty-stricken areas get rid of poverty for a long time and steadily.In China's long-term poverty alleviation work,large-scale poverty alleviation and development work has achieved results,but in recent years,as China's poverty alleviation work has entered the stage of "overcoming difficulties",it is necessary to further innovate the poverty alleviation mechanism and improve the poverty alleviation policy.Based on the investigation of the implementation of the precise poverty alleviation policy in the poor areas of Xiangxi,this paper discusses and analyses the difficulties encountered in the practice of promoting the precise poverty alleviation policy in Xiangxi,the reasons for the difficulties encountered,and the problems encountered in identifying,helping and managing how to optimize them.In order to do this research well,the author used case analysis,expert consultation,documentation and data analysis methods,especially field investigation method,sorted out the relevant historical files,policy documents,cadre logs and materials obtained by the author's personal observation and interviews in poverty-stricken areas,and enriched the situation since the implementation of the precise poverty alleviation policy in Xiangxi Prefecture.Score of investigation and research.Accurate poverty alleviation policy has been implemented in an orderly manner throughout the country,with many achievements and problems.Taking western Hunan as an example,we find that the work of precise poverty alleviation faces the following difficulties: for example,the accuracy of identification of poor households,the difficulty of identification of natural resources endowment in poor areas,the low enthusiasm of poor households to participate in poverty alleviation work,the imperfect supporting conditions of industrial support projects,the insufficient scientific and technological impetus of industrialsupport projects,and the deviation of the main operators in projects.Based on the on-the-spot investigation of precise poverty alleviation in Xiangxi Prefecture,this paper analyses the causes of the above problems and puts forward corresponding optimization strategies,such as optimizing targeting mechanism,establishing multi-dimensional poverty identification criteria,strengthening the accuracy of poverty alleviation through education,increasing the follow-up development of poor families,focusing on the construction of agricultural scientific and technological team for precise poverty alleviation,strengthening the access and withdrawal of training institutions,and improving the development of poverty alleviation industries.The supporting conditions of the exhibition,support and cultivate leading enterprises,etc.It has certain reference value for the promotion of poverty alleviation in Xiangxi Prefecture and even in the future. |
