Since the reform and opening up,China's tourism industry has developed rapidly, but there have been many problems such as homogenization of tourism products, streamlining of tourism services, and simplification of tourism experience. All of them indicate that the low level of tourism innovation ability has gradually become a paradox for the further development of China's tourism industry.Innovation is needed to enhance tourism competitiveness and promote tourism transformation and upgrading. At present, the research of domestic and foreign scholars on tourism innovation ability mainly focuses on the construction of evaluation index system, and most of them select a specific province, city or scenic spot for case study, but few of them further study the tourism innovation ability from the perspective of temporal and spatial.Based on the above situation,in clarifying the concept, evaluation and influencing factors of the tourism innovation capability concept, combined with the previous research results, this paper measures the tourism innovation ability evaluation index system to measure the tourism of 31 provinces in China from 2000 to 2016.Based on the results of the calculation, the exploratory spatial analysis method is used to analyze the spatial and temporal evolution of the tourism innovation ability of the province. Finally, the geographically weighted regression model is established to empirically analyze the influencing factors of the spatial and temporal evolution of tourism innovation capability,so as to draw conclusions and give policy recommendations. The research results show that: From the perspective of the evolution of tourism innovation capability,China's tourism innovation capability is generally fluctuating, which can be roughly divided into three stages;specific to the tourism innovation capacity of each province, there are obvious Regional differences, and trends with time vary, but the relative changes of most provinces in these three years are not large;the tourism innovation ability of the three regions shows a slow and volatility, including tourism in the eastern region. The average annual score of innovation ability is much higher than that of the central and western regions. From the perspective of the spatial evolution of tourism innovation capability,on the one hand, there are obvious regional differences in the spatial distribution of tourism innovation capability. The high level of tourism innovation capability is mainly concentrated in the eastern coastal provinces, and is basically formed in geospatial space. With the spatial distribution pattern of agglomeration development, the situation of the “coastal-inland” regional gap is becoming more and more obvious;on the other hand, the spatial association and agglomeration of tourism innovation ability of various provinces are explored from the overall and local perspectives, and Chinese provincial tourism is discovered. The ability to innovate has significant spatial autocorrelation and agglomeration effects, presenting the characteristics of the spatial pattern of the east and west. The factors of tourism resources, economic development level, informatization degree and government support have positively promoted the innovation ability of provincial tourism industry. In recent years, the degree of informatization and the influence of government support on tourism innovation ability are important. The degree is further enhanced, and the investment in science and technology innovation is mostly used in the technology-dependent industrial sector. It directly invests less in tourism innovation and has no significant impact on the tourism innovation capability.
