| In recent years,food safety has become one of the most concerned issues,and also one of the key national concerns.Food safety is not only a livelihood issue,but also a social and national issue.With the rapid economic growth and the continuous improvement of people's living standards,people are paying more and more attention to food safety issues,and the pressure on the regulatory authorities is increasing and the workload is increasing.On the contrary,people are increasingly worried about food safety.As the end of the food supply chain,catering service accumulates the hidden danger and risk of food safety in the earlier stage.Catering service has the characteristics of on-site production and on-site consumption,which is the most direct contact with consumers,and its safety is of vital importance.The supervision ability of catering service directly affects people's evaluation of government governance ability and is an important link of government management society.With the rapid economic growth and the progress of science and technology,some new food safety problems keep emerging,such as the abuse of food additives,the addition of melamine into milk to increase the content of nitrogen(the content of nitrogen is used to calculate the content of protein in milk),and the use of non-edible materials to process food.The situation of food safety is becoming more and more serious,which reflects the problems of administrative law enforcement in catering.At present,the administrative law enforcement in humen town mainly has the following problems: first,the professional quality of the working team in the catering sector is not high,and there is a lack of professional legal talents to provide professional legal advice for administrative law enforcement.Second,law enforcement at the grassroots level is understaffed.Third,administrative supervision attaches more importance to examination and approval than supervision,and investigation rather than prevention in advance.Fourthly,the government interferes in administrative law enforcement,which affects the independence of administrative law enforcement.Fifth,rapid detection technology cannot keep up with the sudden and changeful food safety problem,and does not provide technical support for administrative law enforcement.Sixth,the joint law enforcement is not strong enough to address the multi-sector food issues.Seven is the lack of effective social supervision mechanism,the formation of social governance.This paper studies the administrative law enforcement of catering industry in humen town,tries to explore the research on the administrative law enforcement of food safety in the catering industry,and tries to explore the ways to innovate the administrative law enforcement of catering,so as to constantly improve the efficiency of the administrative law enforcement of catering and provide better guarantee for the food safety of humen.This paper is mainly carried out according to the following structure: the first chapter introduces the background and significance of the research,the current research situation at home and abroad,and elaborates the research methods,ideas and innovations.Chapter two introduces the theoretical research of administrative law enforcement.The third chapter introduces the present situation of food safety supervision in the food industry of humen town.Chapter iv food safety supervision of domestic and foreign catering industry and its experience;Chapter v food safety supervision measures for the catering industry in humen town. |
