Study On General Land Use Planning Of Guangzhou Functional Areas From The Perspective Of Public Policy

Overall land use planning is an important administrative means for public management departments to carry out macro-control and overall allocation of land use space layout,use types,development methods,protection and other aspects from space and time.It has public attributes and policy attributes.Research on the preparation and implementation of land use planning reflects the process of public policy decision-making.The land use master plan for Guangzhou's functional areas is a major preferential land management granted to Guangzhou by the former Ministry of Land and Resources,which pays more attention to the functional orientation of land on the basis of the extension and supplement of the traditional land use master plan.From the perspective of public policy,this paper adopts the methods of literature research,case analysis,comparative analysis and systematic analysis.Firstly,it summarizes and analyzes the compilation process of the overall land use planning of Guangzhou's functional areas from the level of public policy formulation;Secondly,based on the actual work,an evaluation system is established,and the results show that the implementation effect of the master land use plan in Guangzhou's functional areas turns out excellent;Thirdly,the systematic analysis shows that there are some problems in the process of planning formulation and implementation,such as political division affecting the rational division of functional areas,insufficient innovation of planning contents,the effectiveness of planning implementation to be further strengthened,the relevant laws and policies system not yet established,and the land management system facing challenges;Last but not least,the policy suggestions are put forward to improve the planning system,optimize functional zoning,innovate planning content,improve planning methods,standardize administrative management,and strengthen public participation.The research in this paper not only improves the theoretical research on the effectiveness evaluation,problems and suggestions of the overall land use planning in the functional areas,but also provides reference for the government decision-making and top-level design related to the further promotion of the compilation and implementation of the land use planning in the functional areas.It offers practical experience and innovative paths for the land reform in space planning system and the innovation of land planning in mega-cities as well.
