Study On The Supervision Of The Social Pension Insurance Fund In Quangang

In recent years,our country has basically realized the full coverage of the social endowment insurance system.Whether the endowment insurance fund operates safely or not is directly related to the vital interests of the broad masses of people and the stable development of society.After years of exploration and practice,China has made some achievements in fund supervision,but also exposed many problems.Therefore,it is particularly important to strengthen the supervision of social endowment insurance funds.Based on the theory of collaborative governance,information asymmetry and government responsibility,starting with the concept of social endowment insurance fund supervision and the content of related theories,this paper introduces the current situation of the supervision system,content and mode of social insurance fund supervision in Quangang District.This paper expounds the existing problems such as imperfect internal control system,inadequate supervision function of administrative departments,lack of joint force between internal supervision and external supervision,and deeply analyses the causes of the problems caused by unclear power and responsibility of the organizational system,weak awareness of risk prevention and control,backward means of information-based supervision and imperfect supporting system.On the basis of drawing lessons from the successful experience of the supervision of social insurance funds at home and abroad and combining with the regional reality,this paper puts forward some feasible countermeasures to improve the supervision of funds: firstly,to improve the organizational system of the supervision of funds,that is,to set up specialized agencies for the supervision of funds,to clarify the functions of the departments for the supervision of funds,and to improve the working mechanism of the supervision of funds;secondly,to improve the internal management construction of the supervision of funds;thirdly,to improve the external environment of fund supervision,that is,to improve the supporting system of fund supervision,to give full play to the role of multi-department collaborative supervision and to give full play to the supervision role of the public;fourthly,to achieve the full coverage of fund supervision,ensures timely and full payment of premiums,accurate payment and value-added maintenance of investment and operation links,thus providing guidance suggestions for the supervision of social endowment insurance funds in Quangang District.
