There has been a rapid growth of China economy since China Reform and Opening. Automobile enterprises have great progress, their production levels have been significantly improved, along with production doubling presented. China has become the world's fourth largest car producer, and has already mastered basic skills of self-R&D and building its own brands. In 2009 the "Car Revitalization Plan" promulgated by the State Council clearly put forward to support the development of independent brands, emphasized the priority to purchase of new energy and the self-owned brands automobile, and provided for the self-owned brand car proportion with more than 50% which used in the government, after 30 years past with the introduction of foreign capital, joint venture factories, exchanging market for technology. Many automobile manufacturers become members of self research and development group. The self-owned brand car market has increased year by year. The projects of automobile enterprises transform from the stage of single form to that of multi projects in parallel form. Human resource is the most important factor as the difference in human resource management decides the difference of the project process. Effective allocation of human resource has been the key to success, in the condition of multi projects cross operation.This paper supported research framework based on the review and summarize of related literatures and research both at home and abroad, and applied many common ideas of HR allocation under muti projects and algorithms related to get the optimal allocation, with analysis of problems existing in FAW Car project management. There are two core parts in the paper. In the first part, there is the analysis of the requirement of organization structure caused by multi projects HR allocation, and different effects on multi projects HR allocation with different organization structures. And there is also an attempt of building organization structure of optimal allocation of human resources in multi projects, provideing a good platform for human resources sharing in multiple projects. In the second part, the allocation model of enterprise HR is built based on genetic algorithm. Project management office is needed. Based on the roles of project personnel defined, project management office achieved the optimal allocation of human resources of multi projects in enterprise by using the genetic algorithm, the quantitative method.On the foundation of optimal allocation of human resource model, this paper summed the scheme which was suitable for FAW R&D projects with the research. The scheme of HR allocation could make the more smooth multi-project communication, the more harmonious collaboration, the more effective controlling of project process. And then it could guarantee that the project would be put into production in the planned period and meet the demand of market.
