Research On The Issues Of Urbanization Development Strategies In The Upper Reaches Of The Yangtze River

After reform and opening up,with the advancement of industrialization,informatization and modernization,our country urbanization has made remarkable achievements,but compared with western developed countries,our country urbanization level is still in a relatively backward status,high cost of urbanization,urban scale system imbalance,the system mechanism reform lags behind and the deterioration of ecological environment problems severely restricts the healthy development of urbanization.The upper Yangtze river area as the key areas of western development strategy,"One Belt and One Road" construction and the Yangtze river economic belt strategy,It's urbanization development is of great strategic significance to further accelerate the resource development,economic development,social progress,overall modernization process and constantly narrow the economic development gap between the upper reaches of the Yangtze river and the eastern and central regions.It is worth noting that the problems in urbanization development in the upper reaches of the Yangtze River not only have the universality of urbanization development in China,but also have their own characteristics which affect the improvement of urbanization level.For example,the poor physical and geographical conditions,the high proportion of ethnic minorities,the poor economic foundation and the backward transportation facilities seriously restrict the process of industrialization and urbanization in the upper reaches of the Yangtze River.Guided by the theory of urbanization,by using the method of literature analysis and combining qualitative and quantitative methods,taking the upper reaches of the Yangtze River as the research area and the urbanization development as the research object,combing the development course of urbanization,analysis of the current situation and the constraints of urbanization in the upper reaches of the Yangtze River.On this basis,the overall strategic framework of urbanization development in the upper reaches of the Yangtze River is put forward,the urban structure system in the upper reaches of the Yangtze River has been established,which includes "one axis,three groups,four cores and six belts".the basic strategic approach of urbanization development in the upper reaches of the Yangtze River is discussed.The main conclusions of this paper are as follows:(1)Because of it's poor economic development foundation,upstream region urbanization level lags far behind in the middle and lower reaches area and the national average,at the same time,many local governments pay too much attention to the expansion of urban built-up areas,Ignoring the agglomeration of urban population and the implementation of social security system after population agglomeration,as a result,land urbanization is generally faster than population urbanization.In addition,urbanization in the upper reaches of the Yangtze river also has problems such as low level of urbanization development,poor quality,low urban density,unbalanced development,gradual failure of functions,distortion of scale structure,weak urban links and high degree of priority.(2)The problems existing in the urbanization development in the upper reaches of the Yangtze River not only have the universality of the urbanization development in China,but also have their own particularity,which has become an important restrictive factor affecting the urbanization development.Among them,institutional and institutional defects,natural and historical factors,poor foundation for urbanization development,high proportion of ethnic minorities,defects in dynamic mechanism and ecological and environmental problems are the main constraints to urbanization development in the upper reaches of the Yangtze river.(3)In the process of urbanization development in the upper reaches of the Yangtze River,we should adhere to the strategic principles of "people-oriented","global planning","adapting measures to local conditions","urban-rural coordination" and "green development".Strategic emphasis should be laid on establishing institutional arrangements,coordinating urban and rural development,constructing the urban system on the periphery of the center,and fostering and constructing small towns.The strategic objectives are to build a coordinated urban network system,promote the integration of industry and urbanization,and coordinate the development of urbanization and environment.Finally,the upper reaches of the Yangtze river will be built into an important economic growth pole in mainland China.(4)In view of the problems existing in the urbanization development in the upper reaches of the Yangtze River,this paper puts forward the premise of innovative institutional arrangements,on the basis of establishing the operational mechanism of urbanization development,supported by Strengthening the Industrial foundation of urbanization development,complementarily improve the network system of water transport,railway,highway and aviation infrastructure,focusing on the construction of urban system in the Upper Reaches of the Yangtze River.(5)In order to improve the urbanization system in the upper reaches of the Yangtze river,we should strengthening the connection and linkage between large cities,guiding the spatial structure distribution of regions.Thus,a moderate scale and reasonable distribution of the spatial structure of urbanization will be formed.A "one axis,three clusters,four cores and six belts" urbanization development system based on numerous small towns,supplemented by the development axis along the Yangtze river,with chengdu-chongqing city cluster,central guizhou city cluster and central yunnan city cluster as the focus,ladder-shaped city cluster as the core and continuous urban belts as the support will be formed.
