Land intensive use is one important content of constructing the Conservation-MindedSociety, and urban land is on the basilic station. At present, land's support is not equivalent todemand and the ecological environment is deteriorating which holds up the sustainabledevelopment of land. All these problems are due to the low-efficiency growth of city land.Unrestrained growth isn't the character of one city's expansion. The development of cityis included of the equipoise and sustainable development at society, economy andenvironment. Study urban land expansion and search the method of restrict city's unrestrainedgrowth turn into the important problem after people wake up to the inconsistency betweencity's development and urban land. Facing the new position and the development ofurbanization, how estimate the scale of urban land become more and more important.Based on these, paper absorbs related theory and means of domestic and internationalabout urban land expansion, refers to the theory of urban growth boundary (UGB) and studythe utmost scale of urban land. This is the preparative and basic of urban growth boundary, atthe same time, the extension and makeup of smart growth. The confirmation and actualizationof utmost scale are helped to adjusting the growth fashion from expandable to intensive,relaxing the inconsistency between support and demand of land, lightening the pressure of theland shortage, improving the efficiency of land use, ameliorating environment, advancing thecharacter of holistic, scientific, efficient, intensive, and actualizing city's sustainable andadvisable development. Although this paper is elementary and theoretical attempt, applyingthis method to land use planning will become significant. The study has concernful value innot only developing this subject but also administering national policy.On the base of defining policy, economic and society three major driving power,systemic analyzing major driving factors, logical forecasting about population increase, andlevel of urbanization and the constructive land amount apiece, we can gain the total utmostscale of urban land expansion about China. Through analyzing the discrepant character ofurban land using, it would distributed in each city in different region according to theevolvement rule.The total utmost scale of urban land expansion of China is 115082.72 km2, thereinto,eastern region has 66747.98km2, meddle region has 34524.82km2, western region has13809.92km2. The result can't influence food security and can achieve dynamic balance ofcultivated land. Overpass comparison and analysis of the data, the urban land utmost scale ofthe city in different size in eastern, meddle and western region in our country is no samenessto each other. As a whole, the urban land utmost scale in eastern region is higher than themeddle, and the utmost scale in meddle region is higher than the west, thereinto the utmostscale of the city upwards the super class in the eastern developed region is the biggest one.The utmost scale in different region decrease in order from super city to small city, this alsofurther verifies the positive related relation of the urban land scale and the population scale.The urban land growth speed in eastern and middle region is far higher than western region,and middle region again slightly higher than eastern region. The urban land of low class citiesin eastern region increases quickly which opposite with the cities in middle region, but inwestern region all the cities' urban land increases in similar speed.According to four principles (locality otherness, region adaptability, economyharmonicity, zoology adjustability) about confirming urban land boundary, calculatingadequately the restrictive conditions, and getting and analyzing Jinan's urban land boundaryin different year, we can simulate urban land expansion boundary in the control of utmostscale of Jinan through radialized simulation method. Jinan's urban land use expansionpresents space heterogeneity, and the extending trend in the northeast and southwest direction,and the expansion like "corridor type" is influenced by the landform condition obviously. Thearea of constructive land of Jinan is 411.36 km2 and 493.12km2 and accord with 《Jinan UrbanGeneral Planning (2005~2020)》which validate the rationality of model and result. Though thestudy, author hope that it provide the reasonable basis for the future Jinan' urban landplanning, exploiting and managing work, providing the profitable reference about spread outsimilar research for internal other cities.Finally , briefly summing up the major conclusions of this thesis and some remainingshortage aspect.
