With the rapid development of economy and urbanization, the urban scale of Wenzhou is expanding. The contradiction and problems of land use are becoming increasingly outstanding, which restrict the sustainable development of the city. At the same time, the development of marine economy makes new demands of Wenzhou urban layout. Therefore, from the perspective of protecting cultivated land, the economical and intensive land use, controlling urban scale and optimizing layout, the expansion boundary of Wenzhou central urban area was studied in the paper. Main results are as follows:(1) Based on the remote sensing images and statistics, the expansion of Wenzhou central urban area was analyzed in this paper. Wenzhou central urban area is expanding rapidly, and the growth rate of city is larger than population’s. However, the tendency has declined in recent years. Wenzhou central urban area mainly expands along the river, which is complement to internal filling. Under the influence of topography, economy, urban planning etc., the urban morphology transformed from taking Lucheng area as the center to banded structure.(2) The future scale of Wenzhou central urban area is determined by using marginal land use model and boundary delimitation, which is about 336 square kilometers. The scale is smaller than the existing planning scale, which can control urban size more strictly and effective to prevent city from unordered pervasion.(3) On the basis of boundary delimitation, and combined with the built-up areas morphology and the urban planning, new-built areas mainly concentrate in the coastal areas in Longwan and plain in Ouhai in the future, which could lead city to reasonable development.
