With the development of global economic integration, trade relations between countries have become increasingly close. In order to consolidate its competitiveness in the international market, the United States has formed an insurmountable intellectual property barrier to the rest of the world by virtue of its leading technology and legal system.Non-tariff barriers have replaced traditional tariff barriers as the main trade remedy for each country to protect its own interests. For the United States,Intellectual property barriers are more effective measures.According to the previous literature, scholars have studied the theories of intellectual property barriers from various aspects, and also studied the influence effects of intellectual property barriers from the perspective of export and technological innovation. However, few studies have shown the mechanism that how intellectual property barriers influence China's export trade. Therefore, further research has important academic value. This paper is divided into six chapters: The first chapter is the introduction, and the research background and research content of this paper are put forward. The second chapter is the literature review which includes the theoretical research and empirical research of intellectual property barriers. The third chapter expounds the mechanism from two aspects——cost effect and technological innovation effect, and then puts forward the hypothesis of this paper. The fourth chapter is about the situation of intellectual property barriers set by the United States and China's export trade to the United States;the fifth chapter empirically tests the impact of intellectual property barriers on China's export trade and the mechanism;the sixth chapter is the conclusion of this paper.Based on the literature review, this paper analyzes the impact of intellectual property barriers on China's export trade and the mechanism, and believes that intellectual property barriers can affect China's export trade through cost effect and technological innovations effect. The cost effect means that the intellectual property barrier leads to an increase in the export cost and the product price of Chinese enterprises, which leads to an export inhibition;while the technological innovation effect means that intellectual property barriers can stimulate the innovation consciousness of enterprises, and then export expansion is achieved for the enterprises desire to meet the international strategic goals and make maximize profits. However, they may make different innovation decisions due to the heterogeneity of enterprises.Even if the enterprises choose to innovate, there is a risk of innovation failure. Therefore,in short term, the export expansion caused by the technological innovation effect may be weaker than the export inhibition caused by the cost effect. The overall impact of intellectual property barriers on China's export trade is negative. This paper empirically tests the hypothesis by mixed regression, fixed effects and random effects, and the results show that the impact of intellectual property barriers on China's export trade is significantly negative. The robustness test of the system GMM model shows the same result, indicating that the estimation results are robust. Finally, the paper tests the cost effect and the technological innovation effect by the method of mediation effect test. The results show that those two effects are important mechanisms for intellectual property barriers affecting China's export trade: intellectual property barriers increase the export cost of Chinese enterprises, which leads to a significant inhibitory effect on China's export trade;and intellectual property barriers can also stimulate Chinese enterprises to innovate and promote China's export.
