Since the 13 th Five-Year Plan,China's economy has maintained a steady development trend.After the adjustment of the domestic construction market turbulence,the construction industry has returned to the rational region and entered a "new normal".According to the road network planning,China's highways,railways and rail transit will still maintain a high development trend before 2030,and the highway maintenance industry The emergence of new forces will become a business sector that can not be ignored in the future,but after 2030,China's large-scale construction will be basically completed,the engineering industry will face a huge crisis of overcapacity.As a backbone enterprise in the field of highway construction in Shandong Province,SDLQ Group is faced with the problems of single industrial structure,high concentration of business area and poor risk resistance.In recent years,relying on the compensatory development of highway field in Shandong Province,the company's performance has increased greatly,but after the construction climax,how to develop the enterprise And become the focus of group concern.Strategic planning plays a leading role in the development of enterprises and is the guideline for enterprises to move forward.Both research and practice show that the development strategy of an enterprise can not remain unchanged.It must be adjusted continuously according to the development of implementation,and the so-called "advanced experience" can not be copied.The enterprise environment should be analyzed scientifically and systematically according to the characteristics of the enterprise.We should formulate a suitable development strategy for our enterprises,actively seek change,and find alternative driving force for the development of enterprises.On the basis of a large number of previous work,this paper starts with the influence of supply-side structural reform on construction enterprises,comprehensively uses PEST analysis method,Porter's five-force analysis model and SWOT analysis method to analyze the internal and external environment faced by SDLQ group development,analyzes the advantages,disadvantages,opportunitiesand threats of enterprise development,and determines the "turn".The general idea of "TYPE upgrade,innovation and development" has been formulated,the short-term and long-term development goals have been formulated,the overall plan of "centering on one center,advancing two modes,focusing on four major plates,strengthening eight guarantees and achieving one goal"(abbreviated as "12481" strategy)has been formulated,and the future nine business sectors of the group have been analyzed in detail.The development strategy defines eight functional measures to ensure the implementation of the plan.It is concluded that SDLQ Group should make clear the transformation of infrastructure comprehensive investors and project contractors from road and bridge construction enterprise groups,change the group from relatively simplified business to moderately related diversification,change from "simple construction" to "investment-led construction" and "design-led construction" and expand the development of provincial and international markets.Show strength.At the same time,the management mode should be changed from "industrial operation" mode to "industrial operation + capital operation" mode;the financing function of listed companies should be strengthened,the financing channels and modes should be expanded,the market value management should be strengthened,and the acquisition and merger should be strengthened to quickly obtain the development direction of the company's badly needed qualifications,technology and capabilities.The analysis and study of SDLQ Group's development strategy in this paper can be used for reference in the transformation and upgrading of China's highway enterprises under the current background.
