Comprehensive Evaluation Of Rural Development Level In Xuzhou City Under The Background Of Rural Revitalization

The central government puts forward the strategy of Rural Revitalization to guide the development of rural areas.The aim is to solve the imbalance between urban and rural development in China's development and realize the common prosperity of urban and rural areas.Under the background of rural revitalization,the evaluation of rural development level can discover the problems in rural development,so that follow-up can be targeted to solve them,so as to promote rural development and realize rural revitalization.Firstly,this paper analyses the important steps of rural revitalization,the orientation of national development trend,the support system of rural development,and how the relevant government evaluates rural development.On this basis,according to the development requirements of rural revitalization,the development of rural areas in Xuzhou is analyzed.Then,combined with the actual situation of Xuzhou rural areas,the evaluation index system of rural development is designed by using AHP and entropy method.The evaluation index system has three levels of indicators: industry,ecology,rural customs,governance and life.There are 13 secondary indicators and 30 specific values for the third level indicators.Taking 2013 as the base period and 75 points for each index,this paper evaluates the level of rural development in Xuzhou in the past four years.The evaluation results and conclusions are as follows: Firstly,the rural development level of Xuzhou from 2014 to 2017 is77.03,77,77.18 and 77.66,which indicates that the overall level of rural development in Xuzhou is increasing year by year.Secondly,from 2014 to 2017,the index scores of industrial prosperity were 75.88,75.47,75.54 and 75.65,indicating that the development of rural industry in Xuzhou was slow.Thirdly,the ecological livability index from 2014 to 2017 was 76.62,76.57,75.83 and 75.07,which indicated that there were some regressions in the ecological development of rural areas in Xuzhou since 2015.Fourthly,from 2014 to 2017,the countryside style civilization index was scored 74.12,74.68,75.46 and 76.27,which indicated that the overall level of rural style civilization in Xuzhou had improved to some extent.Fifth,the effective indicators of governance from 2014 to 2017 are 76.29,73.81,71.4 and 74.32,which indicates that there are some problems in rural governance in Xuzhou.The efficiency of rural governance is not high and the effect is not good.Sixth,from 2014 to 2017,the index of life affluence was 79.02,79.69,80.71 and 81.61,which indicated that therural residents in Xuzhou were relatively affluent in life.It is suggested that in the process of rural rejuvenation in Xuzhou,efforts should be made in agricultural development;air pollution should be effectively prevented and controlled in ecological aspects;spiritual and cultural life should be paid attention to in rural style;measures should be taken in economic development and broadening investment channels in governance;income gap between urban and rural residents should be narrowed in life;and talent resources should be well used in development.
