Evaluation Of Rural Development Level In Liaoning Province Based On Rural Revitalization Strategy

At the nineteenth National People's Congress,the CPC Central Committee made a major strategic decision for the Rural Revitalization.The Rural Revitalization has the general objectives of "industrial prosperity,livable ecology,civilized rural style,effective governance and rich life".This is the CPC's new work strategy of "agriculture,countryside and farmers" with Chinese characteristics under the new era historical orientation of socialism.It is the concentrated embodiment of Xi Jinping's "agriculture,countryside and farmers" thought.The Rural Revitalization is a complex system,which has the complex content,the great difficulty and the heavy responsibility.And it needs every districts to do hard work for a long time.Correctly understanding the current level of rural development,accurately grasping the existing problems in the development of "agriculture,countryside and farmers" and finding effective ways of development are the key to achieving the strategic goal of rural revitalization.As the major agricultural province in China,Liaoning province has more than 45% rural population,and it has long been faced with such problems as poor agricultural foundation,complex rural problems and unbalanced development between urban and rural areas.Therefore,Scientific evaluation of rural development level in Liaoning Province is of great significance to the implementation of Rural Revitalization Strategy in Liaoning Province.Based on this,this paper firstly makes a thorough analysis of the connotation of Rural Revitalization strategy,and constructs an evaluation index system of rural development level by means of analytic hierarchy process(AHP)and frequency analysis method around the "20-word policy" of Rural Revitalization strategy.Secondly,by using the established evaluation index system,this paper uses comprehensive index method and GIS to reasonably evaluate the rural development level of Liaoning Province at provincial and county scales.Finally,based on the evaluation results,this paper systematically analyzed and summarized the key issues of County Rural development,and classified the counties to put forward the Countermeasures of County Rural revitalization.The main contents and conclusions are as follows:(1)Around the "20-word policy" of the strategy of rural revitalization,the evaluation index system of rural development level is constructed.Including 5 items of target level(economic development target,human settlements environment target,cultural construction target,grass-roots autonomy target,living condition target),10 items of criterion level and 26 items of indicators.(2)The evaluation value of rural development level in Liaoning province is 0.42,which is slightly higher than the national average of 0.41.It ranks 15 th in the country and is in the middle level.Compared with other provinces in Northeast China(Heilongjiang Province,Jilin Province)and Western China(Shaanxi Province,Sichuan Province),it has advantages,but the gap with other developed provinces in eastern China,such as Jiangsu and Zhejiang,is still large.(3)The development levels of counties and villages in Liaoning Province are obviously different,showing a trend of "Changtu-Wafangdian" as the axis,gradually decreasing to the East and West sides.Six counties(cities)with higher rural development level in Liaoning Province are mainly Dawa County,Wafangdian City and other coastal counties(cities);23 counties(cities)with general development level are mainly Tieling County,Xinmin City and other counties(cities)in northern Liaoning and central Liaoning Province;15 counties(cities)with lower development level are mainly Jianping County,Qingyuan County and other counties(cities)in Western Liaoning and Eastern Liaoning Province.(4)In the development of county villages in Liaoning province,there are some main problems,including the Insufficient level of agricultural modernization,weak driving capacity of secondary and tertiary industries,decentralized operation of industries,deterioration of ecological environment,lagging behind infrastructure construction,limited cultural level of villagers,backward governance methods and low income level of villagers.(5)According to the main problems existing in counties and villages of Liaoning Province,this paper puts forward "building a contingent of high-quality agricultural talents,developing specialized ecological circulation agriculture","advocating green agriculture and forestry and grass first,and restoring ecological environment","Strengthening the ideological and moral construction of villagers,enriching cultural and recreational activities" and "relying on precise poverty alleviation projects to promote the increase of farmers' production and income" and other eight counties' countermeasures for rural revitalization.
