Multi-part tariffs for electrical energy is a very important step for Russian Federation towards eliminating cross-subsidization to decrease budget spending on the energy sector without radically increasing tariffs for price-sensitive groups of population.To achieve this goal,this research uses quantile regression to determine the main determinants of household's electrical energy consumption.In addition,this thesis proposes the methodology of calculation of reasonable amount of social norm of electrical energy consumption for different types of households using quantiles of selected determinants.This approach is unbiased and easily scalable for any amounts and types of input household determinants.Thesis uses data,gathered by RLMS-HSE.From this data,using assumptions on the basis of previous studies and quantile regression model,five relevant to household's electricity consumption characteristics of household were found: number of registered people,number of rooms,type of a dwelling,absence or presence of metered gas and electric stove.For each of their possible value their effect on electricity consumption were calculated at their closest median quantile.According to developed methodology,average target social norm for Russia is 232.5 kWh per month.To calculate household's social norm effect on energy use from each value of determinant is added to ATSN,specifically:Add 5.9 kWh to ATSN if household has two registered persons,add 13.3 kWh for three,add 18.6 kWh for four or add 33.9 kWh for five or more.Then add 4.8 kWh if household has two rooms,14.3 kWh for three rooms or 21.6 kWh if household has four or more rooms.Households that reside in part of a house get 14.2 kWh of additional electrical energy to their social norm.Households that do not have access to metered gas have bonus of 31.7 kWh to their social norm.And the last,households that do not have electrical stove installed have a reduction of social norm in the size of 25.7 kWh per month.
