The report of the 19 th National Congress of the Communist Party of China pointed out: insisting that the house is used for housing,not for the purpose of investment,and speeding up the establishment of a multi-agent supply,multi-channel guarantee,and rent-and-purchase housing system,so that all people can Live in houses.In recent years,Zhongshan City has attracted influx of investors,and housing prices and rents are high,so the citizens of New and Old Zhongshan City are facing different levels of housing pressure.As a representative of the third-tier cities,Zhongshan City,under the current new urbanization and national housing development strategy,improve the housing security supply and management system,effectively and effectively solve the contradiction between urban housing supply and demand,is an important guarantee to build a harmonious and happy society,and it is a concrete manifestation of the goal of“letting all people live in houses” in the report of the 19 th National Congress of the Communist Party of China.This paper first elaborates on the research status,research contents and research methods at home and abroad,which lays a solid foundation for the research of this paper.Secondly,the article made relevant theoretical basis analysis and research program design,established the theoretical framework of the research,and designed the research plan.On the basis of the previous,quantitative research and qualitative research on the housing security demand characteristics of housing difficulties in Zhongshan City were carried out,and based on this,the housing security system of Zhongshan City wasconstructed.The construction of the housing security system in Zhongshan City includes the improvement of the affordable housing supply system and the improvement of the affordable housing management system:(1)Perfecting the affordable housing supply system: gradually expanding the scope of housing security;promoting diversified affordable housing raising mode,increasing The proportion of rental subsidies will be paid;the supporting facilities of social housing will be improved,the design of innovative housing products will be improved;the construction of talent housing projects will be actively promoted;and the system of shared property housing will be explored.(2)Improve the affordable housing management system: improve the housing security access audit and distribution management mechanism;strengthen supervision after the distribution of affordable housing,improve the check-out mechanism;strengthen the housing security work organization and preparation,strengthen organizational security;The housing rental platform will optimize the financing and housing management of the housing;improve the community management and service level of the affordable housing,and create a harmonious living atmosphere.
