Research On The Biopharmaceutical Industrial Policy Of Benxi

As a strategic emerging industry in China,biopharmaceutical industry has gradually developed into one of the most dynamic and technological advanced fields,and its high benefits have played an important role in the economic and social development.In 2008,Liaoning provincial party committee and provincial government made a major strategic decision that ‘Whole province to support Benxi biopharmaceutical industry to become stronger and bigger',therefore Benxi biopharmaceutical industry ushered in a golden period of development.The experience of developed countries shows that the government policy played a positive role in promoting the development of biopharmaceutical industry,the government guidance and support are essential in the innovation and development of the biopharmaceutical industry.Benxi municipal government has been formulated and issued a series of related policies based on the exploration and practice of biopharmaceutical industry Since 2008,which have played an important role in supporting and promoting the development of biopharmaceutical industry in Benxi.On the basis of briefly describing the background and significance of relevant research,this research summarized and studied the relevant literature of domestic and foreign biopharmaceutical industrial policy and policy text content analysis,constructed the theoretical framework of this research,and systematically analyzed the development status of Benxi biopharmaceutical industry.At the same time,collected biopharmaceutical industrial policies issued by Benxi government from 2008 to 2018 and constructed the two-dimensional analysis framework of policy text analysis according to the theory of policy tools and the value chain.At the same time of revealing the development vein and overall characteristics of Benxi biopharmaceutical industrial policy,this paper uses content analysis method to make an empirical analysis on the text of biopharmaceutical industrial policy.The research results show that Benxi biopharmaceutical industrial policy system has some areas to be improved,including the imbalance of policy tool types;excessive,insufficient or missing application of different types of policy tools;and unreasonable distribution of policy tools in various stages of biopharmaceutical industrial activities.At the same time,combined with the policy text analysis results,in full consideration of Benxi biopharmaceutical industry development based on actual situation,the research proposes some policy suggestions about improving the Benxi biopharmaceutical industry,such as adjusting the internal combination of supply-side policy tools;optimizing the structure of environmental-policy tools;increasing the frequency of using demand-side policy tools;and promoting the application of policy tools in the whole industry chain,to provide theoretical basis for government decision-making reference.
