Research On NIMBY Effect And Diversified Governance For Petrochemical Park

The development of urbanization makes the phenomenon of NIMBY(Not in my backyard)conflict more and more serious in China.Among them,chemical industry is more sensitive during NIMBY conflict.Therefore,explore the ways to solve NIMBY phenomenon has great significance in China.However,NIMBY conflict is a complicated and comprehensive social governance problem,involving the stability of the environment,economic and social order,and it has diversified stakeholders,including enterprises,social organizations,media,experts,neighborhood residents and network representatives,etc.The practices of exclusive government governance gradually failed to catch up with the rapidly changing social situation,thus introducing diversified governance methods,and involves all stakeholders participate into decision-making process for NIMBY facilities in order to realize the innovation of social governance in nowadays share governance society.Based on above background,this paper explores the governance mechanism of NIMBY effect in chemical industrial parks in the perspective of diversified governance.This essay can be divided into five parts:The first part illustrates the background,significance,research views and methods,analyze the causes and governance methods of NIMBY conflict at home and abroad,and make relevant comments.The second part explains the basic concepts of "NIMBY",puts forward diversified governance and related theories,and discusses the significance of multiple governance in NIMBY conflicts.The third part is to analyze NIMBY incidents in Daydawan and describe current situation of NIMBY problems in China chemical industry.Also briefly introduces the basic situation of Dayawan chemical industrial park,illustrate the problems of NIMBY conflicts in industrial park operation.Meanwhile,analyzing the problems and causes of nimby conflict in Dayawan chemical industrial park on the basis of both questionnaire survey and interview.The fourth part is the summary of NIMBY conflict experience in other industries and locations.Explores the main role of each social entity during NIMBY conflict governance through analyzing JiuJiang PX incidence,etc.and concludes the experience of diversified governance at home and abroad.The fifth part points out the strategies to perfect NIMBY conflict avoidance in chemical industrial park,such as Clarifying the status and role of government,involving diversifiedparties participate into NIMBY conflict governance,increase project information transparency,lower public risk sensitivity towards chemical projects and Improving the compensation measures for interests.
