Research On Method For Chemical Industrial Park Planning Based On Environmental Risks

Along with the rapid economic development, China is on a new stage of constructing the Chemical Park with the characteristics of heavy chemical industry. The number of chemical parks is increasing. According to incomplete statistic, so far the number of new sanctified chemical industrial park approved 60 with the agreement of province by more than 10 years of development. The construction and development of Chemical Park promoted local economic and the chemical industry development, it has also brought about a new safety issues. Different chemical enterprises in the Chemical Industry Park are concentrated in one region through the production chains, in which there are lots of major risk sources with close relationship. Therefore, one risk source in the accident would trigger a series of chain reaction and take a heavy toll of lives and property during the production process, so just like the dominos.How to plan the industrial park reasonable, to prevent and control the potential major accidents and reduce the losses caused by its impact and, to ensure that the chemical production safety and social stability, to achieve enterprise healthy development and sustainable development, which have become the core issue of governments at all levels, park managers and builders.This paper mainly includes the following:First, status of Chemical Industrial Park zoning and environmental risks related to theory and its applications in the chemical aspects of the project were analyzed and summarized. Against the common problems of Chemical Industry Park:a development plan without security plan; a single enterprise security assessment without assessment of regional security Chemical Industry Park, stress the importance of environmental risk assessment on Chemical Industrial Park, propose a new method called Research on Method for Chemical Industrial Park Planning Base on Environmental Risks.Second, analysis of factors based on the idea of Environmental risk of Chemical Industrial Park planning and design. Importance of the various indicators were studied, which affect the planning and design of Chemical Industrial Park, including environment nearby, park, enterprises, natural disasters, social factors and so on, and qualitative and quantitative research on major hazards of Chemical Industrial Park. The concept of risk correlation was brought up on the basis of analyzing the risk sources of the Park and the causing mechanism of domino accidents. And the influence of each risk source on the environment risk of region-wide enterprises was investigated through qualitative and quantitative description of correlation risk between the enterprises in the Park. In addition, the level of environment risk was sorted after obtaining the risk calculation from all risk sources.Third, SongMuDao Chemical Industrial Park is studied by research on method for Chemical Industrial Park planning base on environmental risks. Zoning SongMuDao Chemical Industrial Park base on environment risk into four areas:negligible risk areas, acceptable risk areas, medium risk areas, danger areas, and planning of each area.
