At the present stage,China's economic development has entered a stage of improving quality and efficiency,overcoming difficulties.In order to transform development momentum,we need to rely more on scientific and technological innovation to drive economic development.The report of the Nineteenth National Congress proposes to implement new development concepts,construct a modern economic system,build a powerful trading country,and promote the formation of a new pattern of overall opening up.In recent years,foreign trade imports and exports have been facing a series of adverse external environmental impacts,such as global market demand downturn and commodity price fluctuation.Especially since 2018,under the influence of Sino-US trade frictions,the steady growth of import and export is facing unprecedented challenges.It is necessary for the government to take an active part in exploring new ways of development and fostering more new modes of foreign trade development,and supporting the development of foreign trade platforms.This paper mainly studies the government public management and the foreign trade comprehensive service platform.Under the new situation of overall opening up,the foreign trade comprehensive service platform is the key content of government supervision service,which is also an indispensable part of foreign trade development.Its main body,function orientation,regulatory demand,support policy are closely related to the definition of government function,the design,implementation and optimization of supervisory service route.With the analysis of the market participants of the foreign trade comprehensive service platform and the current situation of supervision and service of government departments under the new pattern of overall opening up,based on the relevant public management theory,drawing lessons from government intervention theory,market promotion theory and supervision theory,analyzing and summarizing from the perspective of market and government service supervision and the operation of the foreign trade comprehensive service platform,this paper holds that developing the comprehensive foreign trade service platform should be market-oriented.The establishment of laws and regulations should respect market demand.The government should play a role in promoting market development and correcting market failures,optimizing government function setting and supervision methods,and applying science and technology to promote simplification and decentralization of government,combination of decentralization and regulation,optimizing services and innovate ways of supervision.The government also should establish a big data and large-scale foreign trade supervision service department covering government,customs,commerce,taxation,etc.,and build a platform credit comprehensive management system and a regulatory service ecosystem.It is also necessary to further improve the functions of the comprehensive foreign trade service platform,and use Internet technologies such as big data to promote the development of the comprehensive foreign trade service platform,and effectively monitor and maintain the healthy development of the platform,thus effectively promoting the formation of a new pattern of overall opening up and better respond to a more complicated foreign trade environment,such as trade protectionism and unilateralism,innovating the foreign trade development.
