Research On Investment Control Evaluation Of The Whole Process Of The Government Investment Projects

Government investment projects can stabilize investment and promote economic growth,and play a guiding and driving role in the fixed assets investment of the whole society.However,at present,there are three phenomenas: budgetary estimate over estimate,budget over budgetary estimate and settlement over budget in government investment projects in different level.Part of the government investment projects are lack of control,and there is not a set of investment control evaluation indexes for the whole process established.Lack of timely evaluation for investment control of completed projects greatly restricts the improvement of the level of investment control in the whole process,thus greatly restricting the improvement of the level of investment control in the whole process,thus greatly affecting the government investment projects to play a greater social and economic benefits.Starting with the analysis of the influencing factors of government investment project investment,this paper divides the whole process of government investment project into decision-making stage,design stage,bidding stage,construction stage and completion stage,studies them separately,establishes the evaluation model of the whole process investment control of government investment project by using the analytic hierarchy process,and establishes a complete evaluation index on the basis of the whole process cost control theory.According to the needs of practical work,the improved entropy weight method is used to determine the weight values of various indicators,and the evaluation conclusions are obtained through calculation.This paper makes an empirical analysis taking the first phase of Modern Tram Line 1 project and other projects as case studies,and verifies the effectiveness of the index evaluation.At present,the research on investment control of Chinese government investment projects is mostly confined to solving the problem of "how to do",and this evaluation index can solve the problem of "how well it was done".From the point of view of the client(government),a set of scientific,reasonable and comprehensive evaluation index and method suitable for the whole process investment control effect of government investment projects is constructed,which can realize the analysis and evaluation of the effect of investment control.It is conducive to summarizing the experience and lessons of the whole process investment control of projects,continuously improving the level of investment control,and promoting the government investment projects to play a greater social and economic benefits.
