Research On The Difference Of Energy-saving Target Of Provincial Government In China

Why are the energy-saving target set by different provincial governments different? This paper discusses the factors affecting the setting of provincial government energy conservation goals based on the panel data of 31 provinces from 2005 to 2015,and uses the theory of organizational behavior to propose a theoretical framework that affects the target setting factors.Three methods set out from the goals proposed by the theory: forming alliance goals through transactions,stabilizing and refining goals,and changing goals with experience,discussing environmental monitoring institutions,economic goals,promotion incentives,pollution levels,and past How energy-saving targets and past energy-saving performance affect the setting of provincial-level government energy-saving goals.Studies have shown that the degree of pollution,past energy-saving goals,and past energy-saving performance can significantly affect the setting of provincial-level government energy-saving targets;the setting of environmental monitoring agencies,economic goals,and promotion incentives do not affect the setting of provincial-level government energy-saving targets.The empirical results show that the environmental monitoring agencies have produced a lot of shortcomings in their daily work,which has led to great limitations on the development of energy-saving targets.The economic goals have a significant positive impact on the setting of energy-saving targets.This is contrary to the traditional view that there is a contradiction between economic development and environmental protection.However,from now on,the state has vigorously rectified the issue of energy conservation and environmental protection,and promulgated and implemented the new Environmental Protection Law.The relevant laws,regulations and policy documents represented by the company have made it possible for us to see a parallel win-win between the economy and the environment.The higher the severity of environmental pollution,the higher the energy saving goal.The energy-saving targets that have been completed in the previous year will affect the formulation of energy-saving targets this year,indicating that the strategy of �taking advantage of the momentum� will be used when setting energy-saving targets.The setting of the energy saving target will refer to the energy saving target of the previous year.Promotion incentives will not affect the setting of energy-saving targets.When officials face the environmental protection target responsibility system and assessment system,due to the huge task pressure,local government officials must conscientiously complete the established goals and make every effort to pass the assessment.Careful development of the next year's environmental protection goals has become the first choice for officials rather than being promoted to avoid being accounted for.
