Study On Evaluation And Assessment System For The Target Responsibility Of Energy Saving In Shenzhen City

In accordance with the requirements for the deployment of national energy conservation work,since the 11 th Five-Year Plan,Shenzhen has taken the evaluation and assessment system of target responsibility as the basic system for energy conservation work,successively introduced a series of policy documents,established the target responsibility evaluation and assessment index system,signed letters of responsibility with all relevant units,and carried out evaluation and assessment procedures on the implementation of the target responsibility,so as to ensure the smooth completion of energy saving goals and promote the in-depth development of energy saving work in the city.However,with the increasing difficulty of energy conservation target,the energy saving situation and energy saving target put forward higher requirements for the implementation of the system.This research mainly relies on the theory of target management,adopts the research methods of literature analysis and comparison,and summarizes the current situation of the evaluation and assessment system of energy saving target responsibility in Shenzhen in recent years under the current energy saving situation and the national macro-policy environment.And it is concluded that there are some problems in the implementation of Shenzhen energy saving target responsibility assessment system,such as the system implementation is not suitable for the severe energy saving situation,the status of the assessment system is weakened,the evaluation index system is not perfect,the assessment procedures are formalized,the quality of energy statistics data still needs to be improved,and the incentive effect may decline.By comparing and learning from Shenzhen's assessment system of ecological civilization construction and other cities' assessment system of energy saving target responsibility,we can learn from the good experience and practice,this paper puts forward some suggestions to optimize the evaluation and assessment system of Shenzhen's energy saving target,hoping to strengthen the guiding role of the target responsibility by taking effective measures,and to play the role of the restraint and guidance of the system,and finally ensure that the energy saving target can be effectively completed in Shenzhen.First,improve the mechanism and strengthen the management by objectives;second,take into account the situation and improve the evaluation index system;third,reform and innovate and standardize the evaluation and assessment procedures;fourthly,goal-oriented and rational use of assessment results;fifthly,people-oriented and arouse the enthusiasm of public participation.
