Research On The Countermeasures To Improve The Rural Residents' Pension Insurance System

In order to promote the development of rural areas and continuously improve the living standards of farmers,China has implemented the endowment insurance system for urban and rural residents at the same time.The urban and rural residents' pension insurance system not only helps to protect the interests of farmers,but also relieves the worries of old-age care.At the same time,it plays an important role in balancing the urban-rural gap in China's social development,which is conducive to the relaxation of social contradictions and the construction of a harmonious society.Before the 1990 s,China's rural pension model was based on “natural endowment within the family”.However,with the development of urbanization,a large number of young and middle-aged laborers poured into the city,leading to many challenges in the traditional old-age model.When referring to the institution building,the report of the 19 th National Congress of the Communist Party pointed out that it is necessary to improve the basic endowment insurance system for urban and rural residents.The system clarifies the responsibilities that the government needs to undertake,alleviates farmers' doubts about the system and concerns about pensions,and enhances farmers' enthusiasm for participation.However,it is undeniable that there are still many problems in the practice of the system that require us to constantly improve and solve.In this paper,Pingdu is used as a case study,and a deep empirical study is carried out around the research questions.The survey sample covers 12 towns and 5 streets under the jurisdiction of Pingdu City.Each village randomly selects 1 village,and each village randomly selects 10 households and conducts households.Investigations and interviews.Through the empirical investigation of the Pingdu area,the effective analysis of the survey results,the problems of the social endowment insurance system of urban and rural residents are discussed,and the causes of the problems in the practice are analyzed,and the ways and methods of solving the problems are fundamentally explored.To enable the basic old-age insurance system for urban and rural residents to truly solve the problem of peasants' pension,and to realize that the peasants are “old and dependent”.
