| With the change of economic development stage and factor endowment of labor force,China’s economy has gradually entered a new normal.Among them,power conversion is the core content of the new normal economy,because the process of power conversion will inevitably bring about adjustments in speed and structure.New kinetic energy(or the conversion of new and old kinetic energy)is actually put forward to solve the problem of power conversion under the new normal conditions.New kinetic energy embodies the development trend of new productivity and is a powerful driving force for the upgrading of real economy.To promote the transformation and upgrading of economic structure,it is necessary to accelerate the conversion of new and old kinetic energy.Only when new kinetic energy develops and strengthens,can the continuation and transformation of new and old kinetic energy be promoted more quickly.Lead the new normal well.By means of literature review,DEA model and case analysis,this paper takes the financial support of strategic emerging industries in the process of the transformation of new and old kinetic energy in Shandong Province as the research object,and analyses the practices,efficiency,problems and improvement measures of strategic emerging industries in the process of financial promotion of the transformation of new and old kinetic energy.The main research contents of this paper include three parts:(1)theoretical basis.By summarizing the relevant research results at home and abroad,this paper summarizes the concepts and theories involved in the research process,which lays a theoretical foundation for the development of the full text.(2)Practice analysis.Taking the financial support of strategic emerging industries in the process of the transformation of new and old momentum in Shandong Province as the research object,this paper expounds the development of strategic emerging industries and the status quo of their financial support,evaluates the efficiency of their financial support to strategic emerging industries by using DEA model,and points out the existing problems of their financial support system.(3)The part of countermeasures and suggestions.This paper puts forward the path of financial support in the transformation of new and old momentum in Shandong Province,clarifies the key points and breakthroughs in perfecting each part of the financial support system,and puts forward specific implementation suggestions and measures for each path.Through this study,we can see that:(1)Strategic emerging industries are the key and driving force for the transformation of new and old momentum,and financial support provides economic guarantee for the development of strategic emerging industries.The interaction of the three and the coordinated development are the key to ensure the smooth implementation of the new and old kinetic energy conversion strategy.(2)The development of strategic emerging industries in Shandong Province has not achieved the optimal state of maximum output under the given input or minimum input under the given output in the process of the transformation of new and old kinetic energy,and there is still a high room for improvement.(3)Financial support for the development of strategic emerging industries in Shandong Province still exists such problems as the lack of effectiveness of venture capital guidance funds,weak support of interest subsidies and policy loans,mismatch between bank credit and strategic emerging industries,and insufficient support for new industries by conservative operation of financial institutions.(4)In order to better promote the transformation of new and old financial momentum,this paper constructs a new four-in-one financial support model in Shandong Province,which includes policy-based financial support,indirect financial support,direct financial and science and technology insurance market. |
