| With the development of China's economic development into a "new normal",the upgrading of industrial structure has been faced with unprecedented challenges.The past by demand driven economic growth means taking a series of problems and weakness,rapid economic growth caused by overcapacity,lack of effective supply,domestic consumption is more and more serious downturn.Although the fundamental driving force of economic growth comes from demand,the increase in demand depends largely on the quality and efficiency of the supply system.Only by solving a series of problems in the supply system at this stage,it is possible to upgrade the industrial structure and lead to the long-term development of the economy.In view of this,in November 2015 the Central Committee put forward to strengthen the supply side structural reforms aimed at promoting the structural adjustment by way of reform,and reduce the invalid supply of low-end and high-end,expand effective supply,enhance the supply structure to the changing needs of adaptability and flexibility,which makes the supply system adapt to the changes in demand structure,on the premise of improving demand,and strive to improve the supply system of quality and efficiency,promote the transformation and upgrading of industrial structure.And refers to the five major tasks of stage reform: to productivity,to inventory,leverage,reduce costs,make up the short board.This not only indicates the direction of the supply side reform,but also lays the foundation for the upgrading of China's industrial structure.First,this paper systematically analyzed and analyzed previous research ideas and practical experience of supply side reform and industrial structure upgrading,and elaborated the concept and mechanism of supply side reform and upgrading of industrial structure in detail.Secondly,this paper focuses on the "321" mode of the three industrial structure,gives its mathematical description,and divides it into five sub categories intuitively by means of triangle graphics,which is qualitatively and quantitatively regulated.And in 2015 China's 31 provinces empirical data investigation found that more than half of the industrial structure of the region has been in the advanced stage of the "321" mode,but the three industry accounted for the differences in quantity,especially in Beijing and Shanghai as the third industry accounted for an absolute advantage,and third industry of Hainan province also occupies the dominant position and relatively balanced development in other parts of the second and the third industry.Again,starting from the five tasks of supply side reform,the local fiscal expenditure,tax policy,financial environment,market environment,nationalization of income and expenditure of five factors to analyze the effect on industrial structure upgrading;the upgrading of industrial structure and the rationalization of industrial structure as a measure of the two dimensions of upgrading the industrial structure.Moreover,with the help of geometry to visually inspect the status of the comprehensive upgrading of the industrial structure in every area of our country,the Midwest Industrial Development in eastern region is better than that.Then,using the panel data of spatial econometric model to analyze various factors showed that the influence of the upgrading of industrial structure based on local fiscal expenditure on the industrial structure and the rationalization have significant positive effect;tax policy has a significant negative impact on the industrial structure rationalization of financial environment;and only on income and expenditure the elevation of industrial structure effect;nationalization degree of industrial structure rationalization has significant effect.Finally,it analyses the reasons and puts forward some policy suggestions to promote the upgrading of the industrial structure. |
