Research On The Optimization Of Dongying's Industrial Structure Under The Background Of Supply-Side Reform

The supply-side structural reform,proposed by the General Secretary Xi Jinping at the Central Financial Conference,is the only way to promote the optimization and upgrading of the industrial structure and to break through the income trap.The advent of the new normal state of economy brings new opportunities and challenges to economic development in China.There are two major directions,seizing the opportunities and meeting the challenges,that should be followed in developing the China's economy with a more rational division of labour and a more optimized structure.The new nornal sate of economy should be regarded as a turning point so as to achieve a long-term and efficient economic development.The only emphasis on the demand in the past is transformed into grasping both supply and demand at present,which provides a significant guarantee for an effective utilization of all kinds of resources.Dongying,as a typical resource-based city,achieves a vigorous economic growth in its early stage of construction and development.Although the extensive economic growth mode is undoubtedly beneficial to a prosperous economic situation in Dongying,it is not sensible to develop the urban economy depending on the its resources from the perspective of a long-term sustainable development due to the restraint of particularity of natural resources.Therefore,as for Dongying,the key issues should be solved urgently are the transformation of relying on natural resources in urban development model,of the uncoordinated proportion of industrial composition and of low level of industrial development,and the control of the environmental pollution,etc.This paper,based on the literature analysis and supplemented by data support,collects the relevant guidelines of supply-side structural reform and demonstrating its great potential.At the same time,the comparative analysis and the empirical analysis are combined to make a systematic analysis about the ways of industrial structure optimization in resource-cities both at home and abroad,which provides reference for the means of industrial structure optimization in Dongying so as to enter into an efficient and desirable new stage.As for the industrial structure optimization,this thesis consists six chapters.The first chapter is an introduction about the related knowledge point of the topic including the background,the significance of the research,the present situation,the methods and the content.The second chapter outlines theoretical perspective on the optimization of industrial structure in the paper.It provides a theoretical basis about supply-side reform and industrial structure made up of three parts which are the instructive effect that the general principles of aggregate supply and demand in Marx's theory of social capital reproduction and the theory of social capital reproduction have on the optimization and upgrading of industrial structure in China,the macro background of the supply-side structure reform,the overall strategic layout and main focus of the supply-side reform.The third part lists the optimization and transformation of industrial structure in resource-based cities at home and abroad,such as the Houston in the United States,the Ruhr area in Germany,Baiyin in Gansu,Pingxiang In Jiangxi,which provides the experience and enlightenment.This part strives to explore the specific and scientific implementation plans for resource-based industries in light of the available resources.The fourth part makes a description about the economic development and industrial structure in Dongying.An analysis about the problems arising in the process of industrial structure optimization in Dongying is made under the current background of the new normal economy for a more clear and thorough understanding about the bottlenecks and obstacles in the process of the industrial structure optimization to make clear the orientation of reform.The fifth part,combining with economic strategic thinking of supply-side reform,explores the methods of industrial structure optimization in Dongying and proposes the reasonable ways of optimization of economy and industrial structure development on the basis of the fourth part.The last part is a conclusion of the whole paper with the reflection of the research included.
