Study On The Incentive Policy Of Poverty Alleviation In Henan

It is a solemn commitment made by the Communist Party and the state that getting rid of poverty in rural areas under the current standards by 2020.Since the 18 National Congress of the Party,important periodical results have been achieved about overcoming poverty in all localities inciuding Henan.The questionnaire survey,interview and other research has found that,however,the problem of insufficient motivation and low enthusiasm among cadres and the poor masses in various localities.This has affected,to some extent,the progress and effectiveness of poverty alleviation.At the same time,in view of this realistic problem,there are still some deficiencies and gaps in the theoretical field.The guidance to practice is weak.Based on this outstanding problem,this paper combines Maslow's hierarchy of needs theory and Herzberg's two-factor theory,Alderford ERG theory and other theory,using the theory of psychology as a reference,comprehensive use of comparative analysis,cause analysis and case study method.On the basis of in-depth investigation,questionnaire distribution,collection and analysis of relevant literature,in the specific case of breaking out of poverty and attacking key points,through the comparison of time,the regional contrast of space,finding the deep-seated reasons for the lack of enthusiasm for poverty alleviation,and seek a breakthrough in terms of policies and measures,studying the effective ways and methods to motivate the cadres and the poor people to overcome the poverty problem.This research,on the one hand,can fill the research gap in the process of the interaction between poverty alleviation and incentive policies;on the other hand,from the point of view of the reality,this paper looking for the deep reasons behind the problem,exploring the incentive policy which accords with the actual situation at the grass-roots level,giving full play to the main role of cadres and poor people,providing guidance for poor areas and poor people to get rid of poverty as soon as possible.Through the research,this paper suggests that in the work of overcoming poverty,we should carry the responsibility of helping the poor steadily,reasonably select and use the cadres,so as to promote the broad participation of the poor people,and explore the incentive policy of gradient poverty alleviation,and establish a sound examination,evaluation and supervision mechanism.Through these measures,we can promote the formationof a strong atmosphere in which cadres in the front line are willing to help the poor,the poor people want to extricate themselves from poverty through "double wheel drive" of external help and endogenous power.Thereby,consolidating the achievements in overcoming poverty,promoting the realization of building a well-off society in an all-round way smoothly.
